Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) is currently in the planning stage of re-procuring its legal support services, focusing on legal advice for its International Climate Finance (ICF) portfolio. This opportunity was announced on 8th January 2026 and aims to secure a contract valued at £800,000, with an initial period of two years starting from April 2026 and the potential for two one-year extensions. The procurement is classified under the legal services category (CPV 79100000), targeting delivery across numerous locations, including the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom. Businesses should note that a market engagement exercise was conducted previously, and DESNZ is reaching out for further market readiness support.

This tender presents a significant opportunity for businesses specialising in legal services, particularly those with expertise in foreign, corporate, and commercial law. Companies able to provide comprehensive legal support, including contract drafting and guidance on complex commercial agreements, can leverage this opportunity to expand their scope within international climate finance initiatives. Additionally, organisations adept in legal risk assessment and law-related knowledge sharing would find this contract beneficial for growth. The contract aligns well with SMEs looking to enhance their portfolio by partnering with a government department focused on tackling global climate change challenges.

Notice Description

The Department for Energy Security and Net Zero (DESNZ) is seeking to re-procure its legal support services contract via the framework. The initial contract value is estimated at PS800,000 (excl. VAT) for 2 years with two one-year extension options, each with a value of PS400,000. We anticipate awarding this contract for May 2026 (subject to change). DESNZ requires a Supplier to provide legal advice and support for the development and delivery of its International Climate Finance (ICF) portfolio of programmes. This support will be required on an ad hoc and project-specific basis, complementing the legal advice currently obtained through the Government Legal Department. The Supplier will be expected to provide expertise in foreign, corporate, and commercial law, particularly in areas where DESNZ lacks specialist legal expertise or capacity through the Government Legal Department. This includes drafting legally binding contracts and funding arrangements governed by foreign law, advising on complex commercial or financial investment vehicles, and providing guidance on non-legally binding arrangements with international organisations. Additionally, the Supplier will provide knowledge sharing - and develop guidance documentation in cases of common issues - for DESNZ staff on common legal issues. This will enable DESNZ staff to make informed assessments of legal risk when drafting project business cases or amendments to template terms and conditions, prior to review by the Supplier or the Government Legal Department. The Supplier will also provide updates on upcoming changes in law affecting ICF programmes. The current contract, awarded to TLT LLP is due to expire within the next year. The new contract will ensure continuity of legal support services for DESNZ's ICF portfolio, which aims to drive urgent action to tackle climate change by supporting low carbon growth in developing countries. A market engagement exercise for this procurement was undertaken last year. To support our planning and market readiness, interested Suppliers are invited to complete the following forms to indicate: - whether a further market engagement event would be of interest; and - whether you would be interested in submitting a bid for this tender.
