Summary of the contracting process

The Foreign Commonwealth and Development Office is currently in the planning stage for the "Climate and Ocean Adaptation and Sustainable Transition (COAST) Programme" aimed at enhancing marine environments and supporting vulnerable coastal communities. This initiative is part of the UK’s £500 million Blue Planet Fund focusing on Caribbean and Pacific Small Island Developing States, West and East Africa, and South and Southeast Asia. Key dates include an engagement end date on 13th May 2022, and two Early Market Engagement events scheduled for May 13th and 16th, 2022, designed to inform potential suppliers about the programme's objectives and gather feedback on its delivery.

This tender presents significant opportunities for businesses, particularly Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) involved in environmental management, sustainability, and marine services. Companies that can provide innovative solutions for climate resilience, sustainable fisheries management, and aquaculture are especially well-suited to compete for contracts within this programme, which is estimated to potentially allocate up to £154 million over a minimum of five years.

Notice Title

Climate and Ocean Adaptation and Sustainable Transition (COAST) Programme

Notice Description

Programme Objective: The Climate and Ocean Adaptation and Sustainable Transition (COAST) programme forms part of the UK's PS500m Blue Planet Fund (BPF), a joint FCDO-Defra fund aiming to protect and enhance the marine environment and reduce poverty. BPF will focus on Caribbean Small Island Developing States (SIDS), Pacific SIDS, West Africa, East Africa and South and Southeast Asia. COAST aims to improve vulnerable coastal communities' resilience to climate change and build their prosperity from a more sustainable use of their marine environment. It focuses on protecting and restoring coastal habitats, small scale fisheries management and sustainable aquaculture. COAST's budget and delivery timeframe will be confirmed during FCDO's internal programme approval process - if conditions are favourable COAST's budget is envisioned to be up to PS154m over a minimum of 5 years. This is the second EME - an FCDO-Defra EME was held for the BPF in April 2021. Additional information: Early Market Engagement (EME): This EME is to introduce the COAST programme to the market. Its objectives are to a) provide information on the programme to the market and test their view on its proposed delivery, b) provide indicative timescales of the programme's delivery so the market is primed to respond. This is not a call for competition or tender at this time. How to register To accommodate different time zones, we will have two EMEs in the below slots. The same information will be presented in each and there is no need to join both slots. Slot 1: 15:00 to 16:00 BST, Friday 13th May 2022 Slot 2: 09:00 to 10:00 BST, Monday 16th May 2022 If you are interested in attending this Early Market Engagement event, then please register via the form at: https://bit.ly/3MrDVWK
