Summary of the contracting process

ENERGY SYSTEMS CATAPULT LIMITED, based in Birmingham, England, recently awarded a contract for the "Effective Carbon Prices Update" project, classified under Research and Development services. The project aims to develop an updated dataset reflecting current UK carbon policies, adapting to future policy changes to assess the impact of various policies on sector decarbonisation efforts. The procurement process for this contract was an open procedure and it has now reached the award stage. Key dates include the tender period ending on 29th November 2024, and the project running from 9th December 2024 until 31st March 2025. The award was officially made on 12th December 2024.

This tender offers substantial opportunities for businesses in the research and development services sector, particularly SMEs, as the contract specifically supports SME involvement. Businesses that specialise in environmental policy analysis, economic consultancy, and data analytics stand to benefit greatly by engaging with this project. The development of the dataset not only fosters growth in green consultancy but also amplifies expertise in managing and adapting to evolving carbon policies, making these businesses crucial players in the UK's journey toward its 2050 Net Zero target.

Notice Title

Effective Carbon Prices Update

Notice Description

In 2018, the Catapult published Current Pattern of Effective Carbon Prices, which summarised the then pattern of economic signals in the UK for reducing emissions in different sectors. The aim of that analysis was to quantify and compare the effective carbon prices that arise from existing tax, subsidy, and other policy instruments across the economy. The intention was that it formed the baseline from which to assess in more detail the different sector drivers and future options for policy reform. Carbon policy has changed significantly in the intervening years since 2018. The shift to a Net Zero target by 2050, along with wider macro-economic impacts, such as the pandemic, inflation, and war in Ukraine, have resulted in increased energy prices. This project seeks to develop a new dataset, that is up to date with current UK carbon policies, while also future proofing it for policy change over time, allowing for new policies to be added and existing policies updated. The dataset will be used as a tool for illustrating the impact of policies on the incentive to decarbonise different sectors and activities across the economy. Details of how to respond to this tender are detailed in the zip file attached to this advert.
