Summary of the contracting process

Staffordshire County Council has completed the procurement process for the provision of a system-wide Co-Production Strategy for children and young people with complex needs, on behalf of the Staffordshire and Stoke-on-Trent Clinical Commissioning Groups (CCGs). This strategy aims to implement the Framework for Integrated Care, an NHS England and NHS Improvement initiative to support vulnerable children and young people in the community. The tender, classified under the business and management consultancy and related services sector, was valued at £30,000 GBP. The procurement method was an open procedure, and the contract ran from 6th June 2022 to 7th September 2022, covering not just the United Kingdom, but also several countries globally. The contract was awarded to NTAF Ltd, indicating significant opportunities for businesses within this sector to enhance their portfolio.

This procurement offers substantial growth opportunities for businesses specialising in consultancy services, particularly those focusing on health and social care integration for complex needs in young people. SMEs and VCSEs were highlighted as suitable participants, promoting inclusivity and fostering competition among smaller enterprises. Companies with expertise in developing and implementing integrated care frameworks and working with highly vulnerable populations are especially well-suited to this tender. This project supports the NHS Long Term Plan commitments and paves the way for participating businesses to demonstrate their capacity for impactful social care collaboration and innovation.

Notice Description

The Staffordshire and Stoke-on-Trent Clinical Commissioning Groups* (CCG's) are seeking to commission the provision of a System wide Co-Production Strategy for children and young people who have complex needs. Staffordshire County Council is leading on the procurement on behalf of the Staffordshire and Stoke-on-Trent system. This work will be based around the cohort identified in the specification that will enable the partnership to deliver on the Framework for Integrated Care. The Framework for Integrated Care is NHS England and NHS Improvement Health and Justice's (NHSE&I H&J) response to the commitment within the NHS Long Term Plan to invest in additional support for the most vulnerable children and young people with complex needs in the community. Those children and young people present with, what can be described as, high risk, high harm behaviours and high vulnerability. The Framework provides a set of guiding principles and practices that act as a template for genuine co-production and development of integrated services for children and young people with complex needs in the community.
