Old Admiralty Building Refurbishment and Fit-Out

Notice Description

This contract will relate to the refurbishment and fit-out of approximately 23,000msq of the Old Admirality Building, Whitehall, London, UK for fit-for purpose office accommodation and associated facilities. The aim of this appointment is to deliver a modern, flexible and functional working environment for the Department of Education ("DfE") in order to accommodate approximately 1600 occupants. Specific aims are to upgrade the building services to introduce new mechanical ventilation and environmental controls, future proof space for government offices in the long term and integrate the Government Art Collection ("GAC") on the ground and lower ground floors of the building. To achieve these aims the works envisaged are the fitting-out of circa 23,000msq of existing office accommodation from the lower ground to the third floor, with ad hoc refurbishment works at the basement level in order to accommodate plant and archiving materials. This is a single stage procurement exercise to secure a supplier for the refurbishment and fit-out of 23,000 msq of office accommodation and associated facilities at the Old Admirality Building in Westminster, UK. This Standard Selection Questionnaire ("SQ") is available to anyone interested in bidding for this Project by contacting Richard Gear-Evans at Mace on 317675.OABMacePM@macegroup.com & CC Richard Gear-Evans@MaceGroup.com. The Contractors should note that the Enabling Works have been procured under the SCAPE framework and that the Authority is also concurrently pursuing the option of obtaining a tender for the Works under that SCAPE framework. If that process is unsuccessful then the Authority intends to progress with this procurement exercise, to the award of contract for the Works. Should that SCAPE framework approach be successful then the Authority will have no choice but to abort this separate tender process. This twin track approach has proved necessary due to the critical nature of the programme and an impending Scape Framework expiry date of 8th May 2017, which if missed, without the Authority having commenced this procurement process, could in itself result in further unnecessary delay to the procurement and completion of the Works. The Authority is disclosing this information in the interests of full transparency and non-discrimination and pursuant to Regulation 18 of the Public Contracts Regulations 2015. Furthermore, in order to avoid unnecessary time and cost consequences to the Contractors under this procurement process, the Authority has intentionally looked to publish a lean form of SQ process and also set a timetable that will allow the Authority to notify Contractors of the outcome of the SCAPE framework exercise as soon as feasibly possible. It is anticipated that any contract to be awarded to the successful supplier pursuant to this procurement exercise will commence on [21st November 2017] once the enabling works contract has reached Practical Completion.
