S30109 Technical Assessment RIS3 Renewals Investment Planning
Notice Description
throughout RIS3, renewals investment planning has been supported by a series of Technical Partner contracts procured through the SPaTS2 framework, and awarded to the Atkins Jacobs Joint Venture. The Technical Partner contract has been demonstrably successful. The RIS3 Renewals Investment case development represented a step change in our investment planning approach. Building evidence and risk-based investment cases helped to ensure PSXXX renewals for the next Roads period, a 45% increase in renewals funding between roads period 2 and 3. The cases used scenario planning to demonstrate risk, and were better able to articulate long term asset need. The approach was also partnership based, both internally and externally - HMT, DfT and particularly ORR were bought into the development of the plan and outcomes at every stage of the process. Our RIS3 investment approach was predicated on a 'maturity journey', and that we would develop and mature our investment planning approach in subsequent roads periods. It is vital we understand where we are on that journey via technical identification of risks and issues prior to developing our approach for RIS4. They need to be considered alongside our known RIS4 challenges to provide identification of areas of focus. The original scope of works for the RIS3 Technical Partner was impacted by the interim year, and Asset Health Indicator development. Resource was diverted to unplanned but necessary updates to the renewals' cases, and therefore essential evaluation work could not be undertaken. This work needs to be done now, prior to commencing procurement for our RIS4 Technical Partner. Work will be managed and monitored via existing mechanisms and will require desktop analysis, stakeholder interview and identification of current industry best practice.
