Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ), through ICS on behalf of DSIT and DESNZ, procured IT support services for a customer relationship management (CRM) platform. The requirement covers consulting, software development, internet and support services, delivered in London. It is a services contract under the G-Cloud 14 framework, intended to support the department’s CRM platform rather than procure a standalone software product. The procurement is suitable for small and medium-sized enterprises. The buyer is based at Polaris House in Swindon, while the recorded delivery location is London, United Kingdom. The selected supplier is XMA Limited, a large IT services business based in Nottingham. The requirement therefore suits providers of public-sector CRM platform support, associated consultancy and technical services, including firms able to work with government departments and framework-based call-offs.

This is an awarded and completed procurement, not a current competition. The contract was sourced through a selective shortlisting exercise and awarded as a call-off from the RM1557.14 G-Cloud 14 framework. The award was made to XMA Limited on 17 August 2026. Its value is £2,000,000 excluding VAT for the initial 12-month term, running from 1 September 2026 to 31 August 2027. The buyer may use one further 12-month extension, taking the maximum value over the full two-year term to £5,000,000 excluding VAT; the extension period itself is capped at £3,000,000 excluding VAT. Evaluation took place through the framework shortlisting exercise. The contract is classified as IT services, covering consulting, software development, internet and support.

For suppliers that did not win this award, the procurement demonstrates demand from DESNZ and associated government departments for sustained CRM platform support delivered through the G-Cloud route. A credible competitor for a future requirement would need demonstrable capability in CRM platform support, technical consulting, software development, internet services and ongoing operational assistance. Experience of working with public-sector customers and responding to a framework call-off would be important, as would the capacity to support a substantial initial service requirement and a possible longer-term extension. Although the opportunity was marked suitable for SMEs, the selected supplier was a large business, indicating that bidders may need sufficient delivery scale, robust support arrangements and the ability to manage a government CRM service across the London delivery location.
