Summary of the contracting process

Isle of Wight Council procured fuel cards for its council fleet. The requirement covers the supply of fuel cards used to support vehicle fuel purchasing and fleet operations. This is a goods contract for petroleum products, fuel, electricity and other energy sources, classified under CPV 09000000. Delivery and use relate to the South East of England, with the council based at County Hall in Newport, Isle of Wight. The relevant market is therefore fuel-card provision and associated business-fleet fuelling services, rather than fuel supply infrastructure, vehicle maintenance or general transport services. Suppliers serving public-sector or commercial vehicle fleets would be the closest fit.

The procurement is complete and was awarded through a direct award. The response deadline was 8 May 2024 at 23:59, and the award was made on 9 May 2024. Isle of Wight Council awarded the contract to All Star Business Solutions for £226,044 including the stated GBP currency. The contract ran from 11 May 2024 to 7 August 2026. The published description says the requirement was addressed through a desktop evaluation of potential suppliers and a Crown Commercial Service framework, RM6367. The award is active in the procurement record, while the contract period has ended. The opportunity was assessed as unsuitable for SMEs and voluntary, community or social enterprises.

This procurement indicates established public-sector demand for fuel-card services supporting a council fleet in the South East. A credible future supplier would need to provide a dependable fuel-card solution for fleet users, manage transactions across a dispersed operational vehicle base, and support accurate billing and administrative control for a local authority. Experience serving fleet customers and public-sector organisations would help demonstrate understanding of compliance, reporting, account management and service continuity. Suppliers should also be able to compete through direct-award or framework routes, including relevant Crown Commercial Service arrangements, and show the organisational capacity expected of a larger provider. The selected supplier’s scale and the council’s stated SME-unsuitable assessment indicate that substantial delivery capacity may be important.
