Notice Description

THIS IS A PRIOR INFORMATION NOTICE it is not a call for competition for a Business, Energy and Industrial Strategy requirement. The project covers evaluation of the Industrial Energy Transformation Fund (IETF). The IETF is an important fund set up to support businesses with high energy use to cut their bills and reduce carbon emissions. The UK Government announced PS315 million of funding in the 2018 Autumn Budget. The funding is available over the period to 2024. The Department for Business, Energy and Industrial Strategy (BEIS) will manage the IETF, with PS289 million to invest in England, Wales and Northern Ireland. The Scottish Government will administer PS26 million for investment in Scotland and will publish its plans for the funding in due course. IETF Phase 1 launched on 29 June 2020. The Phase 1 competition will open on 20 July and will run until 28 October. The competition closing date will be kept under review due to the Covid-19 situation. The budget for Phase 1 is up to PS30m, to be spent primarily on ready-to-go energy efficiency projects. There will also be money available for feasibility and engineering studies for both energy efficiency and deep decarbonisation projects. Phase 2 will open in 2021, with the remainder of the funding, to be invested in the above projects but will also support the deployment of 'deep decarbonisation' projects. BEIS are exploring an evaluation project on the IETF. The proposed evaluation project has two components, the delivery of which will overlap: - A process evaluation of Phase 1 of the Industrial Energy Transformation Fund (IETF) - Methodological work scoping how to measure long-term scheme benefits. This will also include scoping an impact evaluation of the scheme The process evaluation is only expected to cover Phase 1 of the scheme but the methodological scoping for benefits and an impact evaluation should be forward-looking to encompass all planned scheme phases. The route to market will be CCS Research Marketplace DPS. A market engagement event will be held on Monday, 27th July 2020 between 10:30 - 12:00, via MS Teams. This will provide an opportunity for potential providers to find out more about the aims of the project and the procurement process.
