Notice Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to Olmec. The case for direct award can be found on the tender portal. HEE is seeking a provider to deliver the Black on Board Programme, to increase confidence, create a safe space and train and mentor between 60 - 75% of participants into promotions or board positions within 6 to 12 months of course completion. This programme supports the desired outcomes of the national WRES action plan in relation to Metric 4 and 7 in the first instance, but also 1, 2 and 9. It will also complement the anti-racist strategy being developed and the Anti-Racist Allies programme. HEE believes that it is highly unlikely for any other supplier to be able to provide the following skills/tools provided by Olmec for the following reasons: Heath Education England [HEE] believe that Olmec is the only organisation capable of providing this specific development programme, which supports the desired outcomes of the national WRES action plan in relation to Metric 4 (access to training opportunities) and 7 (fair access to career progression) in the first instance, but also 1 (overall representation in the organisation), 2 (recruitment success from shortlisting) and 9 (board representation). It will also complement the anti-racist strategy being developed and the Anti-Racist Allies programme. Olmec have been supporting 2-3 cohorts annually over the last 3 years (and originally started to deliver the programme in 2005), mainly for housing associations and local authorities. We believe their scope is also wider than the Ready Now programme, as BoB is open to all BME colleagues regardless of banding (which is how the wider WRES metrics will be addressed). This programme is also especially relevant currently, as HEE heads into transition with NHS England (the programme addresses development more broadly and has resulted in people achieving promotion). https://health-family-contract-search.secure.force.com/?SearchType=Projects All communications should be made via the messaging function on the Health Family eTendering portal. If any provider has concerns with the commissioning intentions outlined within the published documentation, please raise this via the eTendering Portal in the first instance within 30 days of the date of this Prior Information Notice. The financial envelope for this PIN is PS30,000.00 The total contract value shall not exceed the available budget of PS60,000.00 over 2 years. The contract period will be for (12) months, with the option to extend for a further (12) months subject to annual review and available budget. The closing date of this PIN is 12:00hrs (midday) on 03/10/2022
