Summary of the contracting process

Derbyshire County Council, working with Derby City Council, Nottinghamshire County Council and Nottingham City Council, procured a regional framework for therapeutic assessments supporting Education and Health Care Plan delivery for children. The services are intended to provide timely assessments and therapeutic input where councils have responsibility for children’s educational needs. The framework covers four service areas: educational psychology; speech and language therapy; occupational and sensory therapy; and physiotherapy. Providers may work on one or more areas and may offer assessment, delivery, or both. They do not need to cover every area within the D2N2 region. This is a health and social work services requirement, delivered across England, and is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement has been awarded following an open procedure under the Light Touch Regime for social and other specific services. It was divided into four lots, covering educational psychology, speech and language therapy, occupational and sensory therapy, and physiotherapy. The tender deadline was 20 March 2026 at 11:00 UTC. The award was made on 12 May 2026, with an awarded value of £2,400,000 GBP. Twelve suppliers were appointed: Children’s Sensory Therapy Ltd, Frontline Health Professionals Ltd, HG Mindworks Ltd, Linq Healthcare Recruitment Specialists Ltd, Loom Psychology Ltd, Precision Resource Group Limited, Restore Clinical Ltd, Your Medical Services Trading as YMS HSC, Allen Speech & Language Ltd, Birchwood & Co Case Management, Naishe Health Care Limited and RENPHYS LIMITED. The award contract period runs from 18 June 2026 to 17 September 2027.

This opportunity demonstrates established regional demand for external providers able to support councils with children’s Education and Health Care Plan requirements. A credible future supplier would need to deliver professional therapeutic assessment or intervention in at least one of the four disciplines: educational psychology, speech and language therapy, occupational or sensory therapy, or physiotherapy. The requirement can suit specialist practices as well as organisations able to coordinate several disciplines, and the appointed supplier group shows that smaller providers and healthcare recruitment or case-management businesses can participate. Providers should be able to work with public-sector education and health requirements, produce timely and useful assessments, and operate across the relevant D2N2 council area or selected parts of it. Experience supporting children with educational needs would be directly relevant.

Derbyshire County Council, Derby City Council, Nottinghamshire County Council and Nottingham City Council (D2N2) form a regional cluster in which we aim to collaborate to deliver better outcomes for children. Within this cluster, it has become evident that there is a need for further support from external providers to ensure effective, timely and valuable delivery of assessments to support Education and Health Care Plan (EHCP) delivery for our Children, who require this support. To facilitate more cohesive and efficient delivery of therapeutic assessments which support EHCP delivery and to ensure better outcomes for children whose educational needs are the responsibility of the D2N2 Councils are publishing an opportunity for providers to join a framework. The services to be provided through this framework have been split into 4 lots: a) Lot 1: Educational Psychology b) Lot 2: Speech and Language Therapy c) Lot 3: Occupational Therapy and Sensory Therapy d) Lot 4: Physiotherapy Providers can tender for one or multiple lots, assessment and/or delivery, and do not need to deliver their services to all areas covered by the D2N2 Framework. The framework will be procured under the "Light Touch Regime" for Social and Other Specific Services, and the Councils anticipate that framework will be reopened periodically to new applicants.
