Notice Description

The Domiciliary Care Intervention has been the latest in a series of systems-thinking interventions completed by Portsmouth City Council (PCC) in recent years. The interventions are used to improve services from a customer-focused approach and are guided by the Vanguard Method for Systems Thinking, an approach deployed by the likes of Aviva and Barclaycard Germany. The method is indebted to the managerial philosophy of W Edwards Deming, the American systems thinker credited by the Japanese government as the principal architect of the so-called 'Japanese Economic Miracle'. A Vanguard intervention comprises three phases: 'Check', where the existing system is studied; 'Redesign', an experimental period where a prototype service is developed based on hypotheses which emerged from 'Check'; and 'Roll in', where staff and customers are gradually 'rolled in' to the new service. Domiciliary Care was studied in 2018 through this model and we trialled a redesigned process earlier this year with a prototype model developed. We now wish to explore whether providers would be interested in working in this new way with us, exploring together with us how this might work, which would enable us to deliver this model at a greater scale, and which could ultimately lead to city wide delivery.
