Summary of the contracting process

Norfolk County Council is inviting tenders for the provision of a "Behaviour Support Service for Families" aimed at enhancing support for children and young people whose behaviours may pose risks to themselves and others. This open procurement falls under the industry category of Health and Social Work Services (CPV: 85000000). The service is specially designed to aid approximately 12 families annually, focusing on those with complex needs. Located in Norfolk, UK, the procurement process is currently in the tender stage, with a tender submission deadline on 17th October 2025 at 11:00 am. The contract is slated to start on 2nd January 2026 and will run until 1st January 2031.

This tender offers substantial business growth opportunities for service providers specialising in complex behavioural support for families. Businesses with experience in Positive Behaviour Support (PBS) and the capacity to engage intensively with clients will find this opportunity well-suited to their expertise. The procurement is open to all qualified providers, presenting a chance for businesses that can deliver services aimed at preventing children and young people's entry into social care. While not specifically targeting SMEs or VCSEs, any capable service provider adhering to open procedure thresholds can apply, making it an attractive offer for organisations seeking to expand their service reach in the area of family support services.

Notice Title

Behaviour Support Service for Families

Notice Description

It is proposed that a new specialist behavioural support service is established, increasing capacity and capability in relation to supporting children and young people with behaviours that put the safety of themselves and those around them at risk. An intensive, PBS informed behaviour support service (Positive Behaviour Support) to directly work with c. 12 families per year. This would target highly complex children and young people identified by professionals as being likely to come into social care within six months, as a direct result of behaviours that challenge and which put their own and others' safety at risk. The criteria for the service would be behaviour-led rather than diagnosis-led. The service will build the skills of the person and of those who care for and support them and using the least restrictive practice possible. There will be two Market Engagement sessions held, whereby providers will have the opportunity to help shape the service offer. Additional information: Is a Recurrent Procurement Type? : No
