Notice Description

The Council wishes to establish a Contract for the provision of a local Transition Service for Young People which will support young people from the age of 16-25 years who remain serially excluded from existing commissioned services due to the multiple complexities of their presenting need. This service forms part of the Vulnerable Adults Housing and Wellbeing pathway and aims to support young people by providing early and targeted support to aid recovery and resilience so that: o Needs are met before they escalate o Statutory or higher cost intervention are avoided or reduced o Outcomes for the individual are improved o The young person feels valued The service will provide a range of person-centred and practical advice and support to assist the young person to sustain accommodation, become and remain safe, improve health and wellbeing outcomes and support young people with achievable housing goals, preventing the need to access crisis provision. The service will deliver a citywide service that is accessible and meets the needs of the identified young people including those with protected characteristics. The Contract will last for 4 years (unless terminated under the terms and conditions of contract). This procurement falls under the Light Touch Regime Design Procedure and the procurement process will be based on a 3 Stage process (which may include negotiation). There will be an initial Selection Stage (due diligence assessment), with suppliers failing this stage not taken through to the tender evaluation stage. As the spend falls above the light touch regime threshold the requirement is being advertised with this contract notice as per regulations but will be conducted under a light touch regime procurement process due to the type of services required. The contract will be awarded to a single provider. There may be a requirement in the future to increase the client numbers of the contract. This would result from commissioning activities within the Council, the Birmingham Children's Trust or local Clinical Commissioning Groups. Commissioning activities include, but are not limited to, identification of outcomes, identification of need and funding opportunities. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
