Notice Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to Information Sharing Gateway. The case for direct award can be found on the tender portal. The HEE South East Workforce Planning and Intelligence (HEESEWPI) are looking to procure a platform that can be used to maintain Information Sharing Agreements, and Data Flows on behalf of a number of organisations within the South East geographical area HEE believes that it is highly unlikely for any other supplier to be able to provide at present the following skills/tools provided by Information Sharing Gateway as the preferred provider for the following reasons: * The ISG has been developed by a sub-group of organisations in Lancashire & Cumbria to improve and modernise the administration and risk assessment of information sharing in the public sector. * The ambition of these organisations was to develop a digital tool that enabled them to record the detail of their sharing arrangements and produce Privacy Impact Assessments which complied with the legislative (Data Protection Act) and regulatory (ICO) requirements in a way that was common to all organisations. * They also wanted it to provide a digitally collaborative way of working, so that organisations could all contribute to drawing up the agreements and then agree and sign them electronically, so saving time and encouraging a more joined up and effective data sharing community. * Since its creation ISG has been made available to numerous public sector organisations across the NHS including HEE, local fire and rescue, education and police authorities as well as the private sector. Currently ISG is being used nationally by over 6,000 users and almost 4,000 organisations.. The demand continues to grow as organisations seek ways to assist IG processes and observe best practise. * The ICO has stated that the ISG supports 'best practice' and is seen by IG specialists as the IG tool of choice.
