Summary of the contracting process

The London Borough of Ealing is initiating a tender titled "Ealing Community Emotional Wellbeing & Mental Health Service for Children & Young People", focused on health and social work services. This procurement is currently in the planning stage, with the aim of gathering market feedback before the formal process begins. Key milestones include the engagement end date set for 13th October 2022. The anticipated contract value is approximately £9 million over five years, with an expected start date of April 2023 and a duration of three years, which may be extended for two additional years.

This tender presents significant opportunities for businesses specialising in mental health and emotional wellbeing services, particularly those that can deliver innovative early intervention and prevention programmes. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly well-suited to compete, as the tender allows for bidding on two distinct lots that cater to different service needs. Providers with a strong focus on community-based support and evidence-based interventions will likely find this opportunity aligns well with their services while contributing to positive outcomes for children and families in Ealing.

Notice Title

Ealing Community Emotional Wellbeing & Mental Health Service for Children & Young People

Notice Description

Keeping the THRIVE Framework Principles in mind, Ealing Council is keen to get feedback from the provider market at an early stage regarding their intention to procure Community Emotional Wellbeing & MH Services for children and young people in two lots in Autumn 2022. Providers are invited providers to express and interest and fill in the following questionnaire for market engagement purposes. https://forms.office.com/r/guTzUHUkcd Ealing spends circa PS1.8m per annum on community emotional wellbeing & mental health services approximately split evenly across both Lots (see below). The Council is looking for efficiencies and innovation to make best use of this budget. It is anticipated that the contract will commence in April 2023 and will be for three (3) years, with two possibilities of one (1) year extension. Total value approximately PS9m over 5 years. In response to an in-depth review last year of the experiences of children, young people, and their parents/carers in both accessing and receiving care from our community emotional wellbeing & MH services, Ealing Council has been working hard to redesign the services that they now wish to commission. Whilst the process of transformation is far from complete as we continue to revisit existing pathways across and between services and schools and develop a Central Point of Access for all social, emotional wellbeing & MH referrals to Children's Services, we are now seeking experienced providers to join us on our journey. Our aim is to achieve the best outcomes that we can for our children and families and bring about positive change whilst helping support children and young people to achieve their optimum emotional health and well-being. It is envisaged that the services to be tendered will be commissioned in two Lots allowing providers to bid for one or both Lots. Lot 1: This will include those early intervention and prevention services which offer a blended model of training, support, advice and consultation for both families and those professional involved in their care, alongside offering a range of responsive time-limited evidence-based MH interventions to children, young people and their families within a community setting or school. Lot 2: This will include those services which are aimed at supporting families who are most in need by improving MH and emotional wellbeing. This includes psychology provision which supports statutory services within the Council and helps to manage demand, reduce family and placement breakdown.
