Notice Description

The Royal Borough of Greenwich spends approx. 18 000 000 GBP per year on agency workers and engages approx. 400 agency workers at any one time. The Royal Borough of Greenwich (the Council) is seeking to procure a software solution to enable the Council to efficiently manage its Agency Worker recruitment and supply. The software solution will be required to deliver a reliable, effective, end to end agency recruitment and management system including the following features: -- Supply Chain recruitment/management -- Procure, contract and management of approved recruitment agencies. -- Agency worker ordering and recruitment, including the upload/view of candidate checks. -- Agency worker time sheeting. -- Administration of supplying agency invoicing. -- Management information reporting tool. -- Agency Worker Regulations data capture and compliance. It is envisaged that the contract let will be for the provision, implementation and on-going support of the software solution, for a term of 5 years plus possible extensions of 2 years, to commence March 2016. The Council will be seeking bids that clearly set out how the software solution will enable the Council to achieve the objectives of operating its own in-house Agency Supply Service. The Council will also require bidders to assist and support the transition from the current Managed Service Provider arrangement over to the in-house set-up. The Council intends to procure a suitably qualified contractor(s) using the EU open procedure and expects to commence procurement by November 2015. The purpose of this notice is as a market consultation exercise in advance of an intended, future procurement. The Council welcomes views on the anticipated contract arrangements, the proposed term of the contract and whether bidders would wish to provide alternative proposals that enable the Council to achieve its key objective,to take direct control of its Agency Worker recruitment and supply. Additional information: The Council would like to hear from any companies interested in being considered for the provision of an agency worker supply software solution. This notice has been issued for the purposes of information for the market and prior to the commencement of any formal procurement process. Interested organisations are requested to provide the Council with their contact details, an outline summary of their solution and an indication of specific areas of expertise or capability by 19.10.2015.
