Summary of the contracting process

The procurement process concerns the "Care and Support within Extra Care Housing" initiative being managed by Leicestershire County Council, set in Loughborough, within the East Midlands region of the United Kingdom. This tender falls under the "services" category, specifically classified as "Welfare services for the elderly" and "Welfare services for the handicapped." The procurement is currently in the active tender stage, with a deadline for submissions set for 9th March 2020. The contract, valued at £240,000, aims to begin on 1st June 2020 and conclude on 28th October 2021. This opportunity has been advertised through an open procedure procurement method.

This tender presents significant growth opportunities for businesses specialising in care services, particularly those that focus on elderly welfare and rehabilitation. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) would be well-suited to compete, especially those equipped to provide individually tailored care, social activities, and support services aimed at enhancing the independence and well-being of older adults, including those with dementia. Engaging in this contract would not only contribute to community support initiatives but also allow businesses to establish a strong presence in the public sector care market.

Notice Title

Care and Support within Extra Care Housing - (Loughborough)

Notice Description

Extra Care housing aims to meet the needs and aspirations of Service Users through the provision of services designed to accommodate changing needs, for example, allowing older people to age in one place and preventing unnecessary and/or emergency hospital or residential care admission. Typically, Extra Care housing provides a supportive environment, offering a range of services, from social activities and low level support (wellbeing service) to individually tailored care services (individually commissioned care). This is often supported by the notion of a 'balanced community'; enabling more active Service Users to support those with a higher level of need. Of increasing importance is the ability to support Service Users within Extra Care housing with dementia to live as independently as possible and be adaptable to meet changing needs and behaviours. Extra Care aims to optimise Service Users' independence through taking an 'enabling', rather than 'doing for' approach to service delivery. The service will include reablement, assisting Service Users to manage, through timely intervention, periods of ill health and/or injury and avoiding unnecessary hospital admission as well as supporting timely hospital discharge following a period of ill health and/or surgery. An ongoing reablement approach will also be delivered throughout all service provision supporting Service Users to remain as independent as they can for as long as possible.
