Summary of the contracting process

The Newlyn Pier and Harbour Commission is currently seeking proposals for a tender titled "Structural/Civil Engineering Design to RIBA Stage 5" for the New Strand project located at Newlyn Harbour in South West Cornwall. This procurement process is in the tender stage, with a deadline for submissions set for 13:00 on Monday, 3 September 2018. The aim is to design 2,160 m2 of flexible workspace, which is critical for the ongoing programme addressing workspace shortages in the area. The project is part of a broader regeneration effort supported by an estimated budget of £3.1 million and is expected to commence contracts from 10 September 2018, lasting until 21 December 2018.

This tender presents significant opportunities for structural and civil engineering firms, particularly those with capabilities in designing contemporary workspace solutions. Businesses that can demonstrate efficiency, innovative design, and experience in construction projects similar to the New Strand initiative will be well-suited to compete. The project not only focuses on workspace development but also offers ancillary construction opportunities related to the adjacent Canner Slipway and Canner Car Park projects. SMEs are encouraged to register their interest, as the scale of the project allows for competitive smaller bids.

Notice Title

Structural/Civil Engineering Design to RIBA stage 5. New workspace at New Strand, Newlyn Harbour

Notice Description

Newlyn Pier and Harbour Commissioners is seeking to secure the services of a suitably qualified structural and civil engineering company to work with the architect and cost consultant to progress design of the New Strand workspace to RIBA Stage 5. The deadline for responses is: 13:00, Monday 3 September 2018. Newlyn is the largest fishing port in England by fleet and landings. It is located near Penzance in Mounts Bay, South West Cornwall. This Trust Port has a long term programme of development and expansion already underway. These plans address a longstanding shortage of good quality workspace in Newlyn, and quayside workspace in Cornwall, with the construction of industrial workshops, marine engineering infrastructure, food processing facilities and office space. This contract, along with Lot 1, relates to the "New Strand" project within this programme which is part of the regeneration of the centre of the harbour estate and town. The New Strand plans are for 2,160 m2 of new flexible workspace with some of this on an upper floor. The buildings will be formed using steel portal frames with lightweight cladding systems to fit with the existing vernacular of the harbour, maximise the flexibility of long term use and minimise build time and disruption to tenants. The current estimate for New Strand project, both building construction and piled foundations, is PS3.1m. Note: A full design team (architect, cost consultant, M&E consultant) and a BREEAM Assessor for the workspace on New Strand is in the process of being procured separately to work alongside the design team to building certification stage. This contract will cover adjacent projects, Canner Slipway and Canner Car Park in addition to the New Strand. This project, along with the two others in the programme, Canner Slipway and Canner Car Park are being funded by the Newlyn Pier and Harbour Commissioners, supported by a grant from the European Regional Development Fund (ERDF) under the ESIF Growth Programme for England 2014 to 2020 with the overall cost of all three elements of the scheme estimated at PS6,146,308. The timelines for completion of the work are fairly challenging and we are looking for suppliers who can complete by mid October. Additional information: The timelines for the ITT are as follows: Bidders are asked to register their interest and request a tender pack by 22 August. Tender packs will be sent out from Monday 20 August. ITT advertised on Contracts Finder: Thursday 16 August 2018. Potential bidders to request ITT pack by 17.00 on Wednesday 22 August 2018. Bidders to submit questions (if any) regarding ITT by e-mail to the Programme Manager. Responses will be shared with all bidders. Deadline for questions: 17.00 on Wednesday 29 August 2018. ITT CLOSING DATE AND TIME: 13.00 on Monday 03 September 2018. Interviews (if required): First week of September 2018.
