Summary of the contracting process

The South of England Procurement Centre is initiating a market engagement process for the "Out of Hours Home Visiting Service for Sussex" (ref 19.516), aimed at enhancing urgent care services within the health and social work sector. Located in the South East of England, this planning stage will conclude with the engagement deadline on 30th April 2019. The intended service is set to commence on 1st April 2020 and may extend for an additional year if necessary, with an estimated value of £16 million over four years.

This tender presents significant opportunities for both small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) looking to expand their presence in the healthcare sector. Companies engaged in providing health and social care services, particularly those capable of delivering home-based urgent care solutions, would find this procurement particularly relevant. Attending the engagement event on 7th May 2019 will further enable potential contractors to understand the commissioners' needs and align their offerings accordingly.

Notice Title

Out of Hours Home Visiting Service for Sussex (ref 19.516) Market Engagement. On behalf of the West Sussex and East Sussex CCGs

Notice Description

This project is on behalf of NHS Coastal West Sussex CCG, NHS Brighton & Hove CCG, NHS Crawley CCG, NHS Horsham & Mid Sussex CCG, NHS Hastings and Rother CCG, NHS Eastbourne, Hailsham and Seaford CCG, and NHS High Weald Lewes Havens CCG. In accordance with the next steps of the Forward View, Integrated Urgent Care Service Specification and the Long Term Plan, the Out of Hours Home Visiting Service will treat and care for people with an urgent care need in their own home, protecting them from avoidable harm, reducing the number of ambulance call outs and improve patient satisfaction by supporting them at home to manage complex healthcare needs, including end of life care, thereby reducing the need for hospital admission where it's clinically appropriate to do so. This service will provide urgent home visits when GP surgeries are typically closed, from 6.30pm to 8am weekdays, all day at weekends and Bank Holidays. The anticipated contract duration is 3 years with a Commissioner option to extend by up to a further 12 months. Service commencement will be 1/4/2020. The approximate value is PS16m which represents 4 years i.e. should the option to extend be exercised. This is a market engagement process designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a Tender exercise. It is intended as an awareness and communication exercise offering an opportunity for potential providers to understand commissioning intensions. A further tender advertisement will be issued at the appropriate time where required. A Request for Information document is available and contains a Memorandum of Information. Providers are asked to follow the instructions to access the document which also contains an invitation and registration form for Bidder representatives to attend an engagement event on 7th May 2019 in Crawley, West Sussex. The RFI document is available for unrestricted and full direct access, free of charge at: https://in-tendhost.co.uk/soepscommissioning/aspx/Home The deadline for submission of completed RFI's and registration to attend the bidder event is Midday on Tuesday 30th April 2019.
