Summary of the contracting process

Chemonics International, Inc., implementing the Partnership Fund for a Resilient Ukraine Phase 2, is procuring research and consultancy services to assess young people’s mental health needs and the capacity of youth centres to respond. The work is an integrated review covering selected target oblasts in Ukraine. The programme is managed by the UK Foreign, Commonwealth and Development Office in cooperation with the Government of Ukraine. The requirement combines assessment of needs among young people with review of youth-centre response capacity, to inform understanding of how services and local provision can address those needs.

The buyer invited proposals through an open procedure. The deadline for submitting proposals was 30 October 2026 at 15:00 Kyiv time, and questions were due by 16 October 2026 at 17:00 Kyiv time. The proposed contract period runs from 19 November 2026 to 1 March 2027. The tender gives a stated value range of £1 to £2. Suppliers were asked to submit signed commercial and technical proposals, completed tender forms and declarations, and registration documents compliant with their country’s laws. Proposals were to be emailed to the specified procurement address, with the tender reference in the subject line. The project is exempt from local taxes, duties and VAT and will pay for goods and services without VAT.

This requirement may suit research and consultancy providers with expertise in youth mental health, needs assessment and evaluation of community-based youth services. Suppliers should be able to assess both the needs of young people and the operational capacity of youth centres across selected locations in Ukraine, and to present findings in a technically compliant proposal. The tender allows participation by SMEs and voluntary, community and social enterprises. Bidders need to provide signed technical and commercial submissions, completed declarations and evidence of registration under the laws of their country. The stated scope calls for integrated research and service-capacity assessment; it is relevant to organisations able to deliver work in the Ukrainian context and bring together evidence on mental health needs and local service response.
