Notice Description

This PIN is being issued to inform the marketplace that Essex County Council (the Authority) is currently looking at options for replacing an in house Microsoft Access planning database used by the Authority to record applications, manage funds and integrate with related teams. In addition to this being used for responding to applications related to highways and community infrastructure, we would like to extend its use to include our strategic partner, Essex Highways (EH) who deliver projects. Solutions should support working with Highways Act s106, s278 etc. We are looking for an off-premises solution which supports mobile working and would value a public facing portal. Our current Highways Planning system is 10 years old and is end of life. The Authority is looking for a third party to supply, host and manage a full lifecycle highways planning application system that will allow the Authority to support home and mobile (roadside) working, integrate with a partner organisation and improve access and transparency for developers and the public. Ideally it would have a public facing component that will allow developers to interact without needing to contact the Authority or EH. The system would need to work across multiple platforms, including mobile, desktop and tablet. The system would be managing large sums of money so will need to be secure and fully compliant with GDPR and industry best practice. The supplier will need to manage data migration on and off the system. Users would be from a variety of backgrounds, so the system needs to have an intuitive interface.
