Summary of the contracting process

National Leaders of Education (NLE) Framework

Notice Description

This Invitation to Tender (ITT) has been issued by the Department of Education in connection with a competitive procurement exercise. NLEs have made an important contribution and we want to build on that and continue to provide additional capacity to underperforming schools to help them to improve. In the 2020 'Review of the National Leaders of Education', Ian Bauckham and the expert advisory group recommended selecting a new smaller, high-quality cadre of NLEs who would be supported by a professional development offer. Our ambition is for all schools to be part of strong trust, as we believe that this is the best way to sustainably improve schools. As such, where a school or trust becomes eligible for support through our improvement offers, the Department's primary goal will be to match them to a strong trust. In situations where an appropriate existing trust cannot be matched, we will match them with an NLE with experience in turning around underperforming schools. The purpose of this procurement is to refresh our cadre of NLEs to create a new smaller force of headteachers with very strong experience in school improvement and who possess the requisite knowledge and skills to support struggling schools. We are looking for demonstrable experience gained in the Education sector, specifically school improvement. We need high-quality expertise in the early years, primary, secondary, alternative provision and special educational needs. The initial framework term will be for a period of 12 months, with a review of each accreditation to be conducted after this time. There will be an option to extend for 2 additional periods of 12 months each. Additional information: This Invitation to tender is open to all suppliers. The tender documents can be accessed via Jaggaer, DfE e-Tendering portal. ITT_1388 National Leaders of Education Framework Note: The Authority administers all procurements electronically via the Department for Education e-procurement Solution portal (Jaggaer ). No hard copy documents will be issued and all communications with the Authority (including final submission of Tender responses) must be conducted via Jaggaer. To ensure all communications relating to this procurement are received, potential suppliers must ensure that the point of contact they nominate in the Jaggaer portal is accurate at all times. Access to the Jaggaer portal is available 24 hours a day, 7 days a week and 365 days a year anywhere in the world via the internet unless notified otherwise by the Jaggaer portal. Any queries related to the procurement process or the ITT documents must be sent via Jaggaer eTendering portal.
