Notice Description

To help inform best practice and the market place insight and capabilities the London Borough of Havering plans to host market-sounding meetings to progress its understanding of the market and to gather information from potential suppliers. The feedback obtained will be used to help develop an appropriate procurement strategy specific to the contract which will determine the nature and scope of the procurement. Currently it is anticipated that this procurement will be undertaken using the Competitive Dialogue with negotiation procedure and all services will be provided by a single provider. There are no tender documents currently associated with this project as we are simply informing the market of an upcoming opportunity and inviting companies to participate in the forthcoming soft market test exercise to be held in December 2018. The Council reserves the right to alter the services to be included in this project, titles and if procurement is to be tendered in lots following the market test exercise. To register your interest or to participate in the soft market test exercise please ensure you utilise the "PQQ" section on "capitalEsourcing". This section will enable you to send messages. The reference for the PQQ on capitalEsourcing is: pqq_OSN_1107. You will also need to confirm "Yes" if you would like to take part in the Market engagement exercise. The deadline for submitting your interest is 26.11.2018 at noon (12:00). Please note where "PQQ" is mentioned this is just a messaging facility and a system definition. This is not a pre-qualifying part of this process and will not be evaluated. Applicants who register an interest in this project will be notified when the tender is advertised and the award process commenced. This notice relates to a market engagement exercise only and is not a call for competition. Any contracts for services, supplies or works relating to this exercise will be subject to a separate procurement process in accordance with the Public Contracts Regulations 2015 as may be required. All participants in the soft market test exercise shall be responsible for their own costs (including any third party costs) and the Contracting Authority shall have no liability to any participant. Subject to relevant Council delegations and authority it is anticipated a Contract Notice will be published early 2019. Any tender exercise will be undertaken using the electronic tendering system "capitalESourcing" (url: www.capitalesourcing.com). Further information can be obtained once you've expressed an interest. Suppliers will need to register on the system in order to participate and registration is free.
