Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) required software, classified as an industry-specific software package (CPV 48100000). The procurement was managed by ICS on behalf of the Department for Science, Innovation and Technology and DESNZ. The listed delivery coverage includes the United Kingdom and a range of overseas locations, including Europe, the Channel Islands, the Isle of Man, British Overseas Territories and the rest of the world. This is a software supply requirement; the procurement information does not describe particular software functions or end-user needs.

The procurement is complete and has been awarded to Clue Computing Company Limited. The award was made on 8 September 2026 for £72,789.70. The contract runs from 9 September 2026 to 8 September 2029. The buyer used a selective procedure, making a call-off from the CCS G-Cloud 14 framework. The tender deadline was 8 September 2026 at 11:00. The contract includes an option to extend for a further 12 months, with the extension capped at £28,001.82 excluding VAT; if exercised, the maximum call-off value over four years is £100,791.52 excluding VAT. The procurement is identified as suitable for small and medium-sized enterprises. No lot breakdown or evaluation criteria are stated.

This award shows that DESNZ buys software through a call-off from the CCS G-Cloud framework, with delivery potentially covering UK and international locations. Clue Computing Company Limited, an SME, was selected, indicating that a smaller supplier can serve this requirement. Suppliers seeking to compete for comparable software work with this buyer should be able to offer an appropriate software product through the relevant framework and support delivery across the stated geographic reach. The requirement is described only in general terms, so the award does not establish particular technical features, integrations, service levels or accreditations as conditions of success. Credibility will depend on demonstrating that the proposed software meets the department’s requirement and that the supplier can fulfil the contract at a comparable scale.
