The contract is awarded under the Negotiation Procedure without prior publication in line with requirements as competition was absent for technical reasons (Regulation 32 (2) (b)(ii). The Council believes that the reasons for the use of this procedure have been met due to the paucity of registered extra care housing in borough, and that residents in extra provision have assured tenancies with the service Provider who also provides care and support .
