The main scope of this project will be to carry out research and undertake analysis of A4Ds. This will utilize existing data on A4Ds from the Planning Casework Unit (those A4Ds which have been introduced since March 2011, nearly 30% A4Ds for conservation purposes ) and supplementing this with additional survey work on those made prior to 2011. The project should explore the following three main aspects as a starting point in order to broaden our understanding of A4Ds: A. The number, purpose, and geographical coverage of A4Ds, and their effectiveness in managing change to the historic environment. B. Were, or are there, any discernible drivers to the use (or not) of A4Ds? C. Where A4Ds have been made to protect the historic environment, were heritage experts involved in the process including consultation with Historic England. Going forward is there a good understanding within LPAs of the process of putting A4Ds in place and the scope of matters they can cover? Finally, is there a need for further advice from Historic England on this matter?
