Summary of the contracting process

The NHS Ealing Clinical Commissioning Group (CCG) is initiating a tender for the provision of Out of Hospital Services aimed at adults and children, beginning in April 2019. This strategic procurement process seeks to appoint a single provider responsible for the coordination and delivery of community health services in Ealing, thereby streamlining previous contractual arrangements. The contract is expected to last for a maximum of 10 years, with a total maximum value of £450,245,609. Key deadlines for submissions include the Selection Questionnaire by 12 noon on 21 June 2018 and the final Invitation to Tender (ITT) responses by 12 noon on 26 July 2018.

This tender presents significant growth opportunities for healthcare providers with experience in integrated care and transformation across health and social services. Potential bidders that can demonstrate a comprehensive approach to delivering holistic community care in collaboration with various stakeholders, including primary care and local authorities, will be well-positioned to compete. The scope of the contract allows for future transformations and potential expansion of services, making this an attractive proposition, particularly for SMEs and voluntary, community and social enterprises (VCSEs) engaged in health and social care services.

Notice Title

Out of Hospital Services

Notice Description

NHS Ealing CCG is looking to commission a single contract for Out of Hospital services for adults and children from April 2019. Aligned to the NW London Health and Care Partnership delivery plan, once commissioned, the provider will be responsible for the coordination and delivery of all community services in Ealing, removing the constraints of separately held multiple contracts, and providing a unique opportunity to commission care that can be fully coordinated and integrated and able to respond to patient need rather than operate in rigid service lines. This will be a building block in the development of integrated care systems for Ealing in support of the NW London Health and Care Partnership ambition for an integrated care system for North West London. It is important that the successful bidder undertakes to lead, deliver and coordinate a holistic package of community care working in an integrated and co-ordinated way with primary care and acute care. The CCG is seeking expressions of interest from suitably qualified and experienced healthcare providers who can provide demonstrable evidence of a track record in transformation and integration across the health and social care economy and is able to set out how they will respond to the need to drive focused change over course of the Contract whilst at the same time having a strong grip on the provision of care that is being delivered. The successful bidder will be expected to deliver services as currently commissioned on day one and then enter into the transformation journey in partnership with the CCG, services users and carers, general practice, the local authority and other stakeholders. The CCG is seeking a strategic partnership and therefore it is envisaged that the contract length will be for a maximum of 10 years. The initial scope of services to be delivered from the April 2019 has been set out within the procurement documentation. However the contract awarded will also contain provisions to enable the CCG to commission additional transformation work with access to funds and extend the scope of services to include an identified additional list of services over the term of the contract. Neither additional transformational funding nor additional services are guaranteed at this stage. A Prospectus for the Single Contract for Out of Hospital Services was presented to the CCG Governing Body on 28 February 2018. This document sets out in detail the vision of the CCG and the services within the scope of this procurement. A copy of this document is attached to this notice. Documents Access to procurement documents associated with this opportunity will be made available via the EU-Supply Portal from 4th May 2018 Additional information: The CCG intends to hold a briefing session for potential bidders in May 2018.The primary purpose of this event is to provide organisations that may be interested in participating in the delivery of the contract an opportunity to meet and hear about the opportunity from representatives of the CCG and partner organisations. The event will also be an opportunity for organisations who may be considering participating as a lead or supporting provider to meet and exchange ideas.Further information about the time and location of the event and how to register if you wish to attend will available via the EU-Supply Portal from 4th May2018.Bid Response Deadlines:There are two deadlines for submission of completed bid responses:DEADLINE 1: The deadline for submitting a response to the Selection Questionnaire (SQ) is 12 noon 21 June 2018.
