Family Hub Transformation Funding and Start for Life Programme - Market Consultation 2023
Notice Description
Portsmouth City Council and partners are preparing a tender in relation to voluntary and community sector delivery of services as part of the Family Hub Transformation Programme. We are seeking views from the market around the proposed services specification and delivery model. Currently, Portsmouth City Council have individual contracts for the delivery of crucial family orientated services delivered as part of our Family Hub offer. The intention of this tender is to bring together this service offer through either a consortium bid with a lead supplier or single supplier. The provider will oversee all Family Hub projects commissioned through this tender, to ensure maximum potential and effectiveness is reached. The VCS led provision will consist of two elements, 'core' and 'extended': o A three-year contract for 'core' VCS services (with a potential extension for 24 months, depending on performance) with an annual value of ?222,000 o A two-year contract for extended services (with a potential extension for 36 months, depending on funding) with a value of ?468,909 in year one and ?429,088 in year two It is the intention of the Council that our new service offer will be operational from (or as close to) July 2023, depending on TUPE and mobilisation requirements of the winning bid. The milestone will be marked with an official opening ceremony for the five hubs which will include local press coverage, local dignitaries, and community champions/heroes. New branding and signage will be in place and the event will be streamed live across social media and larger media platforms such as a large television screen in the town centre. A sixth virtual Family Hub will come online in September 2023. This work will be underpinned by additional practitioners with ambitious plans around perinatal mental health, midwifery support, health visiting, infant feeding, and partners in the wider early help system. This is different to existing provision as training and networking opportunities for partners in the wider early help system are limited and are not always able to ensure a strategic partnership approach to city wide challenges. New services such as the tongue tie assessment and action service and perinatal universal evidence-based pathway programmes will be in place for families to access via a self-service booking system. The purpose of this engagement is to provide a background to our funding intentions and to ask for your comment on our requirements. Any information shared could be used to assist drafting the final specification.
