Summary of the contracting process

The procurement process, titled "RWM Investment Programme," is being conducted by Radioactive Waste Management Limited (RWM), a subsidiary of the Nuclear Decommissioning Authority, which is responsible for planning the geological disposal of higher-level radioactive waste in the UK. This initiative falls under the administration services industry and is located in England. The current stage of the tender is planning, with key deadlines including an engagement end date of 18 October 2019. This phase involves pre-market engagement, where feedback is sought from potential suppliers regarding the procurement process. A total of £15 million in grant funding is anticipated to be deployed over the next five years, directed towards community investment projects.

This tender presents significant business growth opportunities for organisations, particularly those focused on administration services, community engagement, and environmental project management. Businesses that are well-suited to compete include voluntary and community service organisations (VCSE) that can administer grant funding and contribute to local development initiatives. Suppliers looking to participate should be ready to collaborate with RWM to ensure effective implementation of community investment mechanisms that can bring long-term benefits across England and Wales.

Notice Title

RWM Investment Programme

Notice Description

Radioactive Waste Management (RWM) is a subsidiary of the Nuclear Decommissioning Authority and responsible for planning and delivering the geological disposal of higher level radioactive waste in the UK. A Geological Disposal Facility (GDF) will be a significant piece of UK infrastructure. Developing, constructing and operating a facility is one of the most important environmental projects of our generation. It is the safe and long term solution for the disposal of the UK's higher activity radioactive waste. Our work to develop a GDF will be the first community consent based process for a major infrastructure project in the UK. RWM will work in partnership to meet the needs of the communities which consent to work with us. We will invest up to PS1m per year with each community which forms a partnership with us. The funding can be invested in projects which: promote economic development, job and skills; improve the environment and cultural heritage; or enhance local wellbeing. It is our intention to hold a call for competition to source a supplier to administer community investment grant funding on our behalf across England and Wales. Our current business planning assumptions are that we will have a need to deploy around PS15m of grant funding over the next 5 years. This is an opportunity for a supplier to help RWM deliver important benefits to communities from the start of a programme that could run for over a hundred years. To help us implement community investment in an effective, open and transparent manner we are currently undertaking some pre-market engagement. We would be very grateful if you could spare time to assist us by reviewing our specification and supporting documents and providing us with your feedback. We would welcome any feedback, through meetings, video conference, telephone or written response. Please reply to lindsey.bettison@nda.gov.uk to receive our specification and supporting documentation (sent in strictest confidence), and arrange a mutually convenient time and location to discuss your response to our requirements.
