Notice Description

The FCDO are seeking a UK-affiliated higher education institutions with a presence in Mauritius to administer a bursary scheme for Chagossians (those born on the islands that now form the British Indian Ocean Territory / Chagos Archipelago and their descendants). The Supplier shall receive up to PS1 million in funding from the FCDO to administer bursaries that support Chagossians to improve their employment prospects through completing higher-education degree courses. The successful bidder will design and deliver a bursary scheme for eligible Chagossians. This will enable recipients to improve their employment prospects (the "Impact") through completing higher education courses (the "Outcome"). Successful delivery of this programme will require the following objectives to be met (the "Outputs"): - Eligible Chagossians successfully apply for bursaries and begin relevant courses - Bursary recipients receive a high-quality education and suitable pastoral support Scope The successful bidder will be required to design and deliver a bursary scheme for eligible students who wish to study. This is likely to include the following tasks: - Marketing the availability of bursaries; - Assessing the eligibility of bursary applicants; - Running an admissions process for bursary applicants; - Providing suitable pastoral support for bursary recipients; - Providing accommodation for bursary recipients or grants to meet the cost of accommodation; - Providing high quality education for bursary recipients; - Administering payments to bursary recipients; - Monitoring the progress of bursary recipients; - Reporting on progress to FCDO. The successful bidder will also provide a named point of contact for bursary recipients in case of any administrative and/or pastoral enquiries by the recipients. Additional information: FCDO will host an EME event about the planned programme and the anticipated services required from interested parties. We are looking for a supplier will design and deliver a bursary scheme for eligible Chagossians. This will enable recipients to improve their employment prospects through completing higher education courses. Successful delivery of this programme will require the following objectives to be met: - Eligible Chagossians successfully apply for bursaries and begin relevant courses - Bursary recipients receive a high-quality education and suitable pastoral support At this stage, the aim of the EME is to introduce the broad objectives of the programme. FCDO will be keen to solicit the views of the market regarding the most effective means of delivering the programme objectives. FCDO would welcome the participation of both national and international organisations. Non-participation in this event will not be considered in any future procurement. The purpose of this notice is to explore the market, inform the specifications and help us to decide on the best procurement route and strategy. Further details concerning the event will be provided on the FCDO Jaggaer Portal in due course. Please register for attendance for the EME via the guidance below, which is a separate requirement from registering interest on the FCDO Jaggaer portal. How to register The EME is expected to take place on the 15 April 2023 at 10 am UK. This will be a virtual event hosted on MS TEAMS dial-in facility.
