Northstowe Town Centre Uses Study with Retained Advice

UPDATE 13/12/2016: Answers to tender clarification questions have been answered which can be accessed via the link to the HCA extranet tender folder. The HCA wishes to collaborate with a consultant who can re-imagine the purpose of a town centre - one that responds to changing markets, consumer expectations, working/business practices and new technology. Northstowe will be a new town of 10,000 homes, just 5 miles north west of Cambridge. Northstowe will have a truly mixed-use town centre (8.5 hectares, 21 acres) starting in 2019. It will be a high-density district set around a 1.2ha town square and landscaped park. The emerging Northstowe Economic Development Strategy (EDS) promotes a pioneering culture of learning, enterprise, innovation and flexibility. Given this entrepreneurial vision and the HCA's commitment to creating a place with real identity - a standard approach to the town centre is unlikely to fulfil those aspirations. We need your expertise on emerging trends and concepts in retail, leisure, community space and office/workspace to create a town centre fit for the future. Backed-up by your knowledge of how 'conventional' mixed-use centres work and a robust statistical and qualitative methodology, you will produce a study that shows how we can create an offer that is inspiring, distinct but also financially viable. The HCA is mindful that one consultancy may not have access to all of the expertise needed to fulfil this brief. The HCA encourages consultants to collaborate as needed to ensure the highest level of advice in each area. Plans for the town centre are at a stage where the appointed consultant will have a unique opportunity to help shape the direction of this landmark development. Key deliverables 1. Review and Inception Report 2. Report - Northstowe Town Centre Uses Study * establish preferences of future users, * identify the existing floorspace demand (business and consumer), * conduct a gap analysis, * establish a unique selling proposition (USP) for the town centre, * translate the USP and demand information into schedules of; o quantum, types and location of uses, o types of tenant, o phasing, o meanwhile/transition uses, * make recommendations on how changing trends in shopping, leisure and work/business practices should influence the town centre, * how to accelerate delivery, * projected viability for the town centre, 3. Retained advice It is estimated that the HCA will engage the consultant for a 2 days per month for 12 months following the completion of the Town Centre Uses Study. Limitation on liability For this commission liability is cap Additional information: The closing time for tenders is 1pm on 9th January 2017. All discussions, meetings and communications will be conducted in English. The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP. This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by the HCA and the contract between the HCA and supplier. Bidders should highlight any areas they consider commercially sensitive in order for the HCA to be able to honour our transparency obligations without undermining the bidders commercial interests. Candidates are advised that the HCA is subject to the Freedom of Information Act 2000 ("The Act"). If a candidate considers that any of the information supplied as part of this procurement procedure should not be disclosed because of its commercial sensitivity, confidential or otherwise, they must, when providing this information, clearly identify the specific information they do not wish to be disclosed and clearly specify the reasons for its sensitivity. The HCA shall take such statements into consideration in the event that it receives a request pursuant to the Act which relates to the information provided by the interested party. Please note, it is insufficient to include a statement of confidentiality encompassing all the information provided in the response. The HCA takes a zero-tolerance approach to bribery and corruption and sets high standards of impartiality, integrity and objectivity in relation to the stewardship of public funds and the management of its activities.
