Summary of the contracting process

Dorset Council is seeking a partner to provide support services under the Rough Sleeping Accommodation Programme for their project titled "Support (under the Rough Sleeping Accommodation Programme) for Roundhayes, Weymouth". The procurement process is currently at the award stage, following a successful open tender that concluded on 1st February 2022. The awarded contract, valued at £130,804, will commence on 1st April 2022 and run until 31st March 2024. This initiative falls under the health and social work services category and aims to assist individuals with medium support needs in self-contained accommodation located in England.

Companies with experience in addressing issues like substance misuse, mental health, and life skills development would be well-positioned to compete, especially if they are small to medium enterprises or voluntary and community sector entities. The flexible approach required as part of service delivery also invites innovative solutions from potential suppliers, making this a valuable opportunity for growth in the social care sector.

Notice Title

Support (under the Rough Sleeping Accommodation Programme) for Roundhayes, Wemouth

Notice Description

The Council seeks a partner with a track record of providing trauma informed and person-centred support to individuals with medium support needs in self-contained accommodation. The aim of the project is to give people 'their own front door' providing stable accommodation with flexible support dependent on need; enabling individuals to develop the skills and motivation to maintain a tenancy and move on to permanent accommodation. The provider will be flexible and innovative in their approach to meet the needs of individuals. Acknowledging that progress within this group is often demonstrated by small but significant steps. Support will address substance and alcohol misuse, offending behaviours, physical and mental health issues. The aim of this support is to prevent self -defeating behaviours, break the cycle of rough sleeping and sofa surfing thus creating a "no wrong door approach". Support workers will be experienced in psychologically informed practices. They will have the skills to build trusting relationships with service users and the local knowledge and expertise to link in with a wide range of services, including healthcare, mental health, substance misuse. They will also provide support to develop life skills such as budgeting, cooking, and ensure financial and digital inclusion. The provider will also provide an emergency on call out of hours service. The marginalisation and stigmatisation of this group means it is essential the project works closely with the local community. The provider will support clients to contribute to the development of new and existing services. The provider will attend Allocation Panel meetings which will consider referrals to the project and other accommodation funded by Next Steps Accommodation Programme (NSAP) and Rough Sleeper Accommodation Programme (RSAP).
