Summary of the contracting process

Colchester City Council commissioned felt flat-roof replacement works to two-storey blocks of flats at various locations across the Colchester district. The work covers stripping and replacing roof decks at some locations and overlaying existing decks at others, with a designed tapered insulation system installed throughout. Existing photovoltaic panels must be removed and reinstated, either by the main contractor or specialist subcontractors managed by it. This is a building-works contract for roof covering and repair. The contract uses the JCT Intermediate Building Contract 2016. The requirement is for a principal contractor able to manage the roofing works across multiple blocks and coordinate any specialist photovoltaic work.

The procurement is complete and was awarded to Amber Construction Services Ltd on 8 October 2026. The awarded contract value is £1,134,000. The contract period runs from 25 October 2026 to 9 April 2027; the stated programme allows a two-week festive break, and the works must take no longer than 22 weeks. The estimated tender value was also £1,134,000. Colchester City Council used an open procedure. The tender deadline was 28 July 2026. The procurement was presented as potentially suitable for SMEs and voluntary, community and social enterprises. The available information does not set out an evaluation weighting or further eligibility thresholds.

This award confirms demand from Colchester City Council for a substantial, multi-site flat-roof replacement programme, combining deck renewal and overlaying with tapered insulation and photovoltaic panel removal and reinstatement. A credible competitor for a future requirement would need to deliver roof-recovering works across several occupied or operational blocks, plan temporary roof protection where decks are replaced, and manage specialist photovoltaic subcontractors if those services are not delivered in-house. The selected supplier is an SME, showing that a smaller business was capable of winning this contract; the procurement also identified potential suitability for SMEs and voluntary, community and social enterprises. Contractors with principal-contractor capacity, roofing delivery experience and the ability to coordinate specialist trades would be well placed to compete for this same type of requirement.
