Summary of the contracting process

James Paget University Hospitals NHS Foundation Trust commissioned architect-led consultancy services for the Future Paget Programme, supporting redevelopment of its hospital in Great Yarmouth. The appointed design team is to develop the hospital scheme through RIBA Stages 2 and 3 and support the Outline Business Case. The scope covers reserved matters planning applications, infrastructure plans and a coordinated multidisciplinary design aligned with Hospital 2.0, New Hospital Programme standards, the Target Operating Model and the Trust’s redevelopment vision. It also includes design guardianship and an NEC supervisor for enabling works. Optional services cover RIBA Stage 4 technical design and design assurance through construction. Required disciplines include architecture, BIM, engineering, landscape, transport, sustainability, fire, acoustics, building control, inclusive design, digital and smart hospitals, security, medical gases, vertical transport, lighting, wayfinding, waste, carbon and whole-life cost.

This procurement has been awarded following a selective call-off from a framework agreement. The tender submission deadline was 5 February 2026 at 17:00. The estimated procurement value was £9,112,310.88. The contract was awarded to Perkins + Will UK, Limited on 29 July 2026 for £12,641,731.17. The awarded contract runs from 3 August 2026 to 2 August 2030. The original service period is four years, with an option for three extensions of up to 12 months each, potentially extending the overall period to seven years, subject to progress through RIBA Stages 3 and 4 and New Hospital Programme contractor procurement outcomes. The opportunity was identified as suitable for small and medium-sized enterprises and covers architectural design services.

This requirement demonstrates substantial, sustained demand from James Paget University Hospitals NHS Foundation Trust for major hospital redevelopment design capability. A credible future supplier would need to lead a multidisciplinary architect-led team and integrate clinical, technical, operational, safety and sustainability requirements into a compliant hospital design. Relevant capability includes RIBA design-stage delivery, healthcare planning, BIM management, infrastructure and reserved matters planning, and coordination across mechanical, electrical, structural and civil engineering. Specialist expertise in BREEAM and net zero, fire, acoustics, building control, inclusive design, digital systems, security, the Building Safety Act, medical gases, transport, vertical transport, lighting, wayfinding, waste and whole-life carbon and cost would strengthen a future team. Experience of enabling works, design guardianship and NEC supervision would also be important.
