First for Wellbeing intend to commission from a single provider, a new integrated, evidence based county wide service to meet the needs of the 0-19 population. The specification will build on the existing specification and include all of the mandatory provision of services and delivery of the 0-19 Healthy Child Programme. However we intend that the new service will be procured through an outcome based contract and may include a number of additional outcomes for children and young people such as reduction of obesity, reduction of dental caries, reduction in unplanned pregnancy, reduction in the % of young people requiring referral to child and adolescent mental health services, a reduction in measurable health risk behaviour and the reduction in accident and emergency attendance for avoidable conditions in some age groups.
