Summary of the contracting process

The North of England Commissioning Support (NECS) has initiated a Request for Information (RFI) titled "NHSE614 - Request for Information - APMS for Garden City Practice". This procurement process is classified under health services and is part of the Greater Manchester Health & Social Care Partnership's efforts to assess market capacity for providing an Alternative Provider Medical Service (APMS) at Garden City Practice, which currently serves circa 4,700 patients with an annual contract value of approximately £436,104. The RFI documentation became accessible on 14 September 2020, and responses must be submitted by 28 September 2020. Interested parties can register on the In-Tend electronic tendering portal to participate in this awareness and information-gathering exercise, which is currently at the planning stage.

This RFI represents a significant opportunity for healthcare providers, particularly those operating within the primary care sector, to expand their reach and capabilities. Businesses with experience in delivering APMS or similar healthcare services would be well placed to engage in this process. While this RFI does not constitute a call for competition, it lays the groundwork for future tenders that may emerge, allowing interested organisations to express their capacity and readiness to meet the requirements of the contracting authority. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to respond, as there is an emphasis on inclusion in this procurement process.

Notice Description

North of England Commissioning Support (NECS) is working for and on behalf of Greater Manchester Health & Social Care Partnership (the Contracting Authority) and under co-commissioning NHS Bury Clinical Commissioning Group (the Commissioner), who are conducting a Request for Information (RFI) exercise in order to gain a better understanding of the capacity and appetite of the market to provide an Alternative Provider Medical Service (APMS) to be delivered at Garden City Practice. The current service has circa 4700 patients and a Global Sum contract value per annum of circa PS436,104 which is based on list size per patient and is exclusive of, but not limited to, the exclusion of QOF, LES, DES and 6% caretaking fee, rent reimbursement, voluntary levy deduction. It is important to note that this PIN/RFI is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published in Official Journal European Union (OJEU) and on Contracts Finder. It should be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process. This PIN/RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise. NECS is utilising an electronic tendering portal (In-Tend) to manage this RFI and as such interested individuals and organisations will need to register on the portal to access and return the RFI documentation. It is free to register on the portal, which can be accessed at any time of day. Should you have any queries, or are having problems registering on the portal, you should contact the eTendering provider by Email: support@in-tend.com or by phone 0844 2728810 Website: https://in-tendhost.co.uk/nhsnecsu/aspx/Home Helpdesk Support is available (Monday to Friday 8:30am to 5.00pm). Potential providers are to note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future procurement including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services. The RFI documentation will be accessible from 12:00 noon on 14 September 2020 and completed RFI responses must be returned by 12:00 noon 28 September 2020.
