Summary of the contracting process

The University of Southampton has recently concluded a public procurement process for the "Cycle to Work Scheme 2024." This procurement falls under the "Benefit services" category (CPV 75310000) and is located in the South East region of the United Kingdom. The award stage has been completed, with the contract awarded to Blackhawk Network EMEA Ltd. The tender was conducted using a selective procurement method through a call-off from a framework agreement. The contract, valued at £800,000, will commence on 1st December 2024 and run until 30th November 2028. The scheme aims to provide HMRC compliant cycle to work services, including bike loans through salary sacrifice arrangements for approximately 6,000 employees of the university.

This tender creates significant business growth opportunities by enabling SMEs to participate, as indicated by the procurement's suitability criteria. Businesses specialising in benefit services, particularly those capable of providing seamless and compliant cycle to work schemes, stand to benefit from participating in such tenders. The University of Southampton's requirements for an easily accessible and minimally impactful scheme on staff time make it ideal for companies familiar with efficient, user-friendly service deliveries in the benefit management industry. The long-term nature of the contract also ensures sustained business growth and stability for the winning supplier.

Notice Information

Notice Title

Cycle to Work Scheme 2024

Notice Description

The University of Southampton currently operates a successful cycle to work scheme through the ESPO framework and this contract period is coming to an end in December 2024. The University is looking to re-tender for the supply of a fully serviced HMRC compliant cycle to work scheme. Bike loans will be operated through salary sacrifice arrangements run over 6 or 12 months, with the option to make an 18-month option available upon request of the Reward team. The employee must use the bike to travel, for some part at least, between home and work. Payments are made from employees' gross salary and are made free from income tax and national insurance (NI). The University has circa 6,000 employees and requires a scheme that is easily accessible by all eligible employees. The University currently operates the scheme on an 'always open for applications' basis (as opposed to having fixed application windows) and wish to continue with this arrangement. It is important that the scheme has minimal impact on University staff time and that the application process and receipt of bikes is straightforward and practical for staff.
