Summary of the contracting process

Northampton Borough Council is currently engaging in a Dynamic Purchasing System (DPS) procurement process for the provision of nightly purchased, supplier-managed temporary accommodation. This initiative, aimed at addressing homelessness within Northampton, has a total contract value of £20,677,248. The tender was first published on 19th April 2018, with the current tender period set to close on 30th May 2022. The intended location for service delivery is within the East of England region, specifically focusing on self-contained accommodation solutions for homeless families. Interested suppliers must apply to join the DPS throughout its term, participating in rounds that are processed quarterly.

This tender represents a significant opportunity for businesses engaged in the provision of temporary housing solutions, especially those dealing with health and social work services. Companies, particularly small and medium-sized enterprises (SMEs), that specialise in property management, social housing, or rehabilitation services are well-positioned to compete. With an urgent need to reduce reliance on hotels and Bed & Breakfast facilities, this initiative offers scope for business growth and sustainable contracts in the public sector. Suppliers who are adept in the management and maintenance of furnished temporary accommodation will find this an appealing venture.

Notice Title

Nightly Purchased, Supplier-Managed Temporary Accommodation in Northampton (Dynamic Purchasing System - DPS)

Notice Description

Northampton Borough Council is committed to tackling, preventing and reducing homelessness, and to minimising its use of Bed & Breakfast and out-of-borough temporary accommodation to meet the needs of homeless families. Although the Council is in the process of setting up a private sector leasing scheme to help meet the demand for temporary accommodation, urgent action is also being taken to move homeless households out of Bed & Breakfast accommodation and into suitable self-contained accommodation within the Northampton Borough or Grange Park. The Council therefore has a requirement for nightly-purchased temporary accommodation that is partly furnished and is managed and maintained by the housing supplier. All organisations wishing to provide temporary accommodation service from June 1st 2018 onwards, will need to apply to join the DPS. This includes Providers that have an existing contract. The initial "Round" for this DPS will be open for 30 calendar days. Following on from this, each "Round" will then be open for 3 months (close every quarter). This means that Applications can be submitted throughout the duration of the DPS, but the Authority will only process the applications on a quarterly basis. This DPS Agreement is for an initial term of four years (until 31st May 2022), with an option to extend on an annual basis, depending on the Council's need for this type of temporary accommodation. The Council is using the process of a DPS to enable Providers to apply for the DPS at any time. PLEASE NOTE ROUND 1 CLOSES AT 12:00NOON 21st MAY 2018.
