Notice Description

The purpose of this Prior Information Notice (PIN) is to initiate a market engagement exercise for the procurement of a delivery partner to progress the provision of supported living accommodation for adults with complex needs and assess the interest and capability of the market to provide and deliver the requirements envisaged and what its views are on how an opportunity of this kind might be packaged and delivered. Project Description Worcestershire County Council ('WCC') are looking to appoint a development partner to provide supported living accommodation for adults with complex needs on an existing site (adopting a Registered Social Landlord model and comprising circa 7-8 units (the 'development'). The three main requirements currently envisaged are the following, 1) the sale of the existing site/facility, 2) development of a suitable replacement and/or redeveloped facility, 3) ongoing management and operation of the development. Worcestershire County Council has made a clear commitment to becoming an excellent commissioning-based authority, ensuring we apply a consistent and joined up process. WCC as part of its complex needs' pathway programme, has a commitment to develop a range of supported living opportunities for people with complex needs in Worcestershire. The intention is to avoid admission to hospital under the mental health act for people with learning disabilities and Autism using supported living. WCC sees supported living provided within the county boundaries as a way to enable local support and quality care for the service user in a more independent living environment and enable value for money and keep the Worcestershire pound in Worcester. These principles are embodied on the Council's 2022-27 plan for Worcestershire prioritising 'Health and Wellbeing' and 'Open for Business'. Supported living housing options for complex needs include: - * Clusters of flats for people with complex needs. * Shared Properties for people with complex needs * Specialist single unit accommodation for people with complex needs WCC's intention is where appropriate to expand the range of housing options available to service users to live more independently and tone of the options to do this is through making best use of its existing assets. The WCC People Directorate have identified that Easemore House is in the perfect location and is suitable to be redeveloped/refurbished to provide attractive and aspirational housing for people with complex needs. Property Location Easemore House, Rushwick is located to the south-west of Worcester city off Bransford Road and is approximately a 15-minute commute into Worcester City Centre in a semi-Rural location. It is a detached house, comprising of 4 bedrooms, 2 reception rooms, kitchen, 2 bathrooms, large garden and off-road parking for multiple vehicles.
