Summary of the contracting process

Kirklees Council procured supported living services for adults with eligible social care needs. The requirement covers providers with relevant experience and the ability to deliver care and support services on a non-exclusive basis, through an electronic marketplace. The work is delivered in Kirklees, within Yorkshire and the Humber. This is a social and health care services requirement, covering supported living rather than construction, goods or general consultancy. The arrangement is intended to give the Council access to a range of providers able to meet individual service needs, including standard, complex and very complex support requirements. Both small and medium-sized enterprises and voluntary, community or social enterprise organisations are considered suitable for this type of work.

The procurement is complete and was awarded through a selective call-off from a dynamic purchasing system, under the Light Touch Regime. The tender closed on 31 March 2026 at 13:00. The award date was 31 March 2026. Awards for the further competition were made as follows: Amethyst Care & Support Group, £349,003.20; Assist Homecare, £49,857.60; AV Support 247 Limited, £189,488.88; Care Angels Batley Ltd, £414,335.48; Catholic Care (Diocese of Leeds), £36,146.76; Home Group Ltd, £115,918.92; The Riverside Group Ltd, £119,658.24; and Our TLC Limited, £73,539.96. Each award covers 1 April 2026 to 30 June 2030. Earlier awards also covered Ability Options, Assist Homecare, Care Angels Batley, Compass Care homes, Home Group, Making Space, The Riverside Group and Solutions In Service, with periods ending 30 June 2029. The awards were made by service requirement and provider capability through the marketplace.

This requirement shows sustained demand from Kirklees Council for supported living providers able to deliver adult social care across a range of needs. A credible future competitor would need demonstrable experience in supported living, the operational capacity to provide reliable care and support, and the ability to manage standard, complex or very complex packages according to individual eligibility and assessed need. The awarded provider mix includes local SMEs, larger organisations and voluntary, community or social enterprise providers, indicating that the market can support different organisational models and scales. Providers should therefore be able to evidence appropriate care delivery systems, trained staff, safeguarding and quality arrangements, service continuity, and the ability to respond through a dynamic purchasing system and subsequent competitions.

Notice Description

The Council of the Borough of Kirklees (the "Council") is conducting this procurement exercise, in accordance with the Light Touch Regime of the Public Contracts Regulations 2015 (SI 2015/102), and intends to establish an Electronic Market Place ("EMP") with Providers with relevant experience and ability to provide Supported Living Services on a non-exclusive basis to Adults with eligible Social Care needs for the Council. Further competitions awarded on Lot 1 Qtr 1 for 2025/2026
