Summary of the contracting process

Espo, based in Leicester, recently concluded the award stage of the procurement process for the "343_24 Energy Performance of Buildings Services" tender under an open procedure. This national framework agreement, valued at £2,200,000, encompasses the provision of Energy Performance Certificates (EPC), Display Energy Certificates (DEC), TM44 air-conditioning testing, and other energy-related audit, assessment, survey and certification services in compliance with the Energy Performance of Buildings Regulations 2012. The framework will commence on 21 July 2024 and run until 20 July 2026, with the option to extend for up to an additional 24 months. The framework is available to all contracting authorities in England and Wales, but does not cover Scotland or Northern Ireland.

This tender provides significant opportunities for growth, particularly for SMEs and voluntary, community, and social enterprises (VCSEs) with relevant expertise. Businesses with qualified and accredited energy assessors stand to benefit from participation, given the broad user base that includes local authorities, educational establishments, and health sector bodies. Regular credit referencing and KPI monitoring underscore the importance of high performance and reliability, which will be crucial for maintaining ongoing contract relationships. The framework's scope ensures that companies specialising in energy audits, certification, and air-conditioning inspections are well placed to compete and thrive.
