The scope of the DOES is constrained to operational energy, in areas which the MOD can affect or influence. The DOES will not set a vision for areas that are undertaken by other departments, such as National Security or energy in a geopolitical context. It will cover all Defence operational energy elements, out with the fixed estate, but with clear links to a future Estate Sustainability Strategy and the Sustainable Support Strategy
