Summary of the contracting process

Palladium International Limited, through the UK PACT programme, is procuring technical assistance services to support Electricity of Vietnam and the National Power Transmission Corporation in developing and deploying high-voltage direct-current (HVDC) transmission infrastructure in Vietnam. The work will assess technical, economic, institutional and regulatory requirements; review policy and regulation; evaluate planned HVDC investments and technology options; and produce practical tools and guidance for investment decisions. It will also cover stakeholder mapping, institutional capacity gaps, and support for HVDC planning, modelling, investment appraisal and system operation. The assignment is intended to support Vietnam’s Revised National Power Development Plan, its Just Energy Transition Partnership and future modern transmission investment. Delivery is in Vietnam.

The procurement has reached tender: the buyer invited quotations through an open procedure above the applicable threshold. Offers were requested by 17 August 2026 at 12:00 UK time. The contract is scheduled to run from 21 September 2026 to 28 February 2027. Its stated value is £292,400. This is a services contract covering one requirement rather than separate lots. The tender is classified under electricity, heating, solar and nuclear energy, with related energy, environmental and associated services classifications. The stated basis for participation is qualified suppliers or consortia, and the opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits specialist energy consultancies, HVDC engineering firms, power-system advisers, regulatory and institutional experts, and consortia able to combine these capabilities. Strong candidates will need practical experience of transmission infrastructure, HVDC technology and converter stations, renewable-energy integration, grid planning, modelling, system stability and electrical-loss reduction. Relevant capacity in technical and economic feasibility assessment, investment appraisal, policy and regulatory review, stakeholder mapping and organisational development will be important. The assignment also calls for the ability to identify institutional skills gaps, design and deliver targeted training, and prepare usable tools, guidance and recommendations. Suppliers with experience supporting national utilities, transmission operators, energy-transition programmes or public-sector investment decisions in emerging power systems are particularly well placed.

Notice Information

Notice Title

Accelerating high-voltage direct current (HVDC) development in Vietnam

Notice Description

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting quotations from qualified suppliers or consortia to provide technical assistance to Electricity of Vietnam (EVN) and the National Power Transmission Corporation (EVNNPT) to strengthen institutional, technical, and regulatory capacity for the development and deployment of High Voltage Direct Current (HVDC) transmission infrastructure in Vietnam. Vietnam's rapidly growing power system faces increasing challenges associated with the uneven geographical distribution of generation resources and demand centres. As renewable energy deployment accelerates, particularly offshore wind and large-scale solar power, the national grid is experiencing growing transmission constraints, power losses, and risks to system stability. Limited land availability for new transmission corridors has highlighted the importance of modern transmission technologies to support the country's energy transition. The Revised National Power Development Plan (PDP8) identifies HVDC infrastructure as a strategic priority for strengthening transmission capacity, improving grid flexibility and reliability, reducing electrical losses, and enabling higher penetration of renewable energy. The plan includes the development of multiple HVDC transmission corridors, converter stations, and associated infrastructure from 2031 onwards. Through this assignment, UK PACT will support EVN and EVNNPT to assess the technical, economic, institutional, and regulatory requirements for HVDC deployment in Vietnam. The selected supplier will review the existing policy and regulatory framework, evaluate the feasibility of planned HVDC investments, assess suitable technology options, and develop practical tools and guidance documents to support investment decision-making. The supplier will also undertake stakeholder mapping, assess capacity gaps within key institutions, and provide targeted technical assistance and training to strengthen national expertise in HVDC planning, modelling, investment appraisal, and system operation. In addition, the assignment will generate evidence and recommendations to support implementation of PDP8, contribute to the objectives of Vietnam's Just Energy Transition Partnership (JETP), and enhance readiness for future investment in modern transmission infrastructure. Interested suppliers are invited to review the documentation provided in this notice and submit their applications to: expertdeployments@ukpact.co.uk
