Summary of the contracting process

The United Kingdom Sports Council procured a fully inclusive salary-sacrifice vehicle scheme for its employees across the United Kingdom. Tusker provides access to new and pre-owned electric, hybrid, petrol and diesel cars, with employees able to configure vehicles and track orders through an online driver portal. The monthly charge covers comprehensive motor insurance, servicing and maintenance, MOTs, replacement tyres, breakdown assistance, accident management and annual road tax. The service also includes a 24-hour driver support line, roadside assistance, lifestyle protections for early termination, integration with BHN Extras, nationwide coverage, and marketing and engagement support for the employer. The procurement is classified as electric vehicle services, although the scheme covers a wider range of vehicle types.

The procurement was completed through a selective procedure as a call-off from a framework agreement. The tender closed on 1 July 2026, and Tuskerdirect Limited was awarded the contract on 15 July 2026. The award value is £160,000. The contract runs from 20 July 2026 to 20 July 2030. The selected supplier is responsible for delivering the employee vehicle scheme and associated support services. The buyer is the United Kingdom Sports Council, based in London, and delivery covers the United Kingdom. The arrangement is recorded as a completed procurement, with an active award. The published requirement was categorised as services and was not identified as suitable for small or medium-sized enterprises or voluntary, community and social enterprises.

This requirement demonstrates demand for an employer-operated vehicle salary-sacrifice scheme combining fleet access, employee administration and extensive motoring support. A credible future competitor would need to provide a broad choice of new and used electric, hybrid, petrol and diesel vehicles, with employee configuration and order tracking through a driver portal. Essential operational capability includes comprehensive insurance, servicing, MOTs, tyres, breakdown and roadside assistance, accident management, road tax administration and continuous driver support. Providers would also need robust early-termination risk protections for both employer and employees, nationwide delivery or coverage, and the capacity to integrate with employee-benefits platforms such as BHN Extras. Experience in employee communications, marketing and engagement would strengthen the proposition, as would the scale to manage a large employer scheme reliably.

Notice Title

Electric Car Scheme

Notice Description

Tusker will provide UK Sport employees with access to brand-new or pre-loved electric, hybrid, petrol or diesel vehicles through a fully inclusive salary-sacrifice scheme. The fixed monthly amount (taken before tax and NI) covers fully comprehensive motor insurance, servicing and maintenance, MOT, replacement tyres, breakdown cover, accident management, annual road tax, and access to a 24/7 driver support line. Employees can configure their chosen vehicle, track orders through the driver portal, and benefit from no upfront payments or credit checks. Illustrative monthly net costs range from around PS290-PS347 for lower-priced EVs such as the MG4 (depending on tax band), up to PS487-PS527 for higher-value models such as the Tesla Model 3 or BMW i4. The scheme also includes strong lifestyle protections that mitigate risks for both the employee and UK Sport. After the initial three-month exclusion period, early-termination costs are covered for events such as redundancy, resignation, long-term sickness, loss of licence or death, with Tusker reimbursing UK Sport if costs cannot be recovered from the employee. Employees also receive support through a dedicated driver line and a 24-hour roadside assistance service, while UK Sport benefits from seamless integration with BHN Extras and nationwide coverage. Tusker additionally provides marketing and engagement support to help UK Sport communicate the benefit effectively.
