Summary of the contracting process

Nottingham City Council invites tenders for the Green's Windmill MEND Repair Programme, aiming to restore the Grade 2 listed Green's Mill in Nottingham, United Kingdom. This project, funded by the Museum Estate and Development Fund and managed by Arts Council England, targets construction work to repair and restore the windmill's functionality. With a projected value of £475,000, the procurement falls under the 'works' category and will be conducted through an open procedure. Interested parties must submit their bids by 31st July 2025. The contract begins on 1st September 2025 and concludes on 31st March 2027.

This tender offers substantial opportunities for businesses in the construction sector, particularly small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), as it is suitable for such entities. Companies with expertise in historical building conservation and restoration would find this project particularly well-suited to their capabilities, providing a chance to establish a working relationship with Nottingham City Council and contribute to preserving a significant heritage site. The open procedure ensures a competitive bidding environment for qualified contractors.

Notice Title

CPU 7273 - Green's Windmill MEND Repair Programme - Conservation Build

Notice Description

The Authority would like to appoint a Main Contractor to deliver a programme of repairs and restoration to return Green's Mill to working condition. Green's Mill is a Grade 2 listed heritage site built by Mr Green in 1807. His son, George Green, a celebrated mathematician inherited the Mill but after his death in 1841 it fell rapidly into disrepair. Acquired by Nottingham City Council in 1985 it was restored as a working Windmill along with construction of new buildings to form a Science Centre where visitors can discover the importance of Green's Theorem. Due to decay in the cap frame and issues with deterioration, the sails were removed in 2022. The cap has difficulty turning due to various alignment issues, including the fantail pinion at the curb popping out of gear; it has had such problems for some time. The freehold is held by Nottingham City Council and the site is operated (including public facing) by Green's Mill Trust on behalf of Nottingham City Council. The project is grant funded by the Museum Estate and Development Fund [MEND] which is managed by Arts Council England.
