Cheshire East Borough Council Children and Families Department has an exciting opportunity for Providers of residential children's care to support the Council with its continuing journey to improving outcomes for our caredfor children and young people. The Council is seeking Suppliers, for the care and support to our cared for children and young people withinresidential homes. This service will provide care to five separate homes within the Borough of Cheshire East.One home in Crewe is currently operational and we have two properties (one in Crewe and one in Macclesfield)that have recently been utilised as Children's Homes. These three properties, will be provided by CheshireEast Council and leased to the successful Suppliers following a re-tender exercise. It's the Council's intentionto establish two further homes, one in Crewe and one in Macclesfield. The two new properties will need to besourced and managed by the successful Suppliers. Tenders are invited from those who supply residential care / accommodation and support to cared for children Additional information: This LOT - LOT 1 is for Home 1 - in Crewe that is currently operational as a 3 bed property. This home isregistered for EBD. We have a further home in Crewe and another in Macclesfield that have recently beenutilised as Children's Homes. These three properties, will be provided by Cheshire East Council and leasedto the successful Suppliers following a re-tender exercise. It's the Council's intention to establish two furtherhomes, one in Crewe and one in Macclesfield. The two new properties will need to be sourced and managedby the successful Suppliers. The additional two homes in Crewe / Macclesfield should be as close to existinghomes as possible in order to enable a discussion with Ofsted in respect of management arrangements. The care and support across our five homes will operate in partnership with each other and the Local Authorityie Cheshire East (CE) Social Care, CE therapeutic services, Fostering - CE Foster Carers and externalfostering agencies and other health partner agencies to provide intensive support to our child and young people. The service will need to meet the Children Homes (England) Regulations 2015 and its obligations to theregulator Ofsted. However, the Council is seeking Suppliers who will strive to exceed these standards providinga service that can be flexible and innovative to ensure that it meets and raises the aspirations of our children. All of the homes must provide accommodation, care and support for 365 days of the year, 24 hours a day. Theservice must have a strong ethos, culture and high expectations regarding education, training and employmentworking positively with the young people to access opportunities that support them to develop and reach theirfull potential. It is essential that we understand the needs of our individual children and the successful supplier will be requiredto undertake a psychological assessment of the child prior to or immediately following admission. The two Children's Homes that are registered to accept short term (28 day placements) will work closely withRAP and our Children's Social Care teams to identify and work intensively with children for up to 28 days.Everyone working with these children will be instrumental in their move back to family / friends or into a fosterhome. The fostering service and Cheshire East foster carers will become an embedded partner with Suppliersand this strong relationship will ensure the successful move on from residential care to foster care for our caredfor children . This LOT is registered for EBD and the Council notes that the award of a contract for this LOT may involvea transfer of employment undertakings pursuant to the Transfer of Undertakings (Protection of Employment)Regulations 2006, and will clarify the position with the applicants during the tender process.The value of this LOT is in the region of 3,407,000 - 3,577,400 This LOT - LOT 2 is for Home 2 - that is located in Crewe and currently not operational but has recently beenutilised as a Children's Home. This home is to be Registered as EBD and for short stay (28 days). The two Children's Homes that are registered to accept short term (28 day placements) will work closely withRAP and our Children's Social Care teams to identify and work intensively with children for up to 28 days.Everyone working with these children will be instrumental in their move back to family / friends or into a fosterhome. The fostering service and Cheshire East foster carers will become an embedded partner with Suppliersand this strong relationship will ensure the successful move on from residential care to foster care for our caredfor children . The Council is taking the opportunity through this tender to deliver against the high expectations set for ourcorporate parents and their innovative support to our cared for children. .
