Notice Description

NWL CCG, requires a locally based mental and emotional health support service in Harrow to provide services for CYP. This service is available to any child living or attending a school in Harrow up to the age of 18 or 25 for CYP with special education needs and/or disabilities to improve their emotional health and wellbeing. The service should be run by experienced clinicians and mental health practitioners and work closely with schools, GP's and other CAMHS to provide support. Key services required include: -Providing various multi-disciplinary therapies approaches. -Referral through a Single Point of Access with clear pathways. -Timely support inside and outside of school hours, incl. evenings, weekends and school holidays. -Deliver interventions that prevents the need for more intensive CAMHS intervention at Tiers 3/4. -Support that complements and integrates with existing provision, through partnership working with other health, education, social care and voluntary sector agencies in Harrow. -Special support for vulnerable groups ensuring accessibility of the service and that therapeutic interventions meet needs. The service is jointly funded by NW London CCG (Harrow) and Harrow Council. A contract is currently in place with national charity Barnardo's - Harrow Horizons to provide the above services. The term of this contract is 12 months, 1st April 2021 - 31st March 2022 (value: PS550 000.00), which will be extended for a further 12 month period until 31st March 2023 during which time, the CCG will assess the needs of the service users and consider how (if relevant) it needs to: -Secure the needs of the people who use the services. -Improve the quality of the services. -Improve the efficiency in the provision of the services including through the services being provided in an integrated way. NWL CCG is currently of the view that the services described are capable of being provided only by Barnardo's - Harrow Horizons as they ensure integration with schools, the community within Harrow and NHS providers to serve the target group. NWL CCG is considering options for making future arrangements for these services beyond March 2023 which may involve looking to tender the opportunity in the future. Any capable provider may come forward by 4 March 2022 to engage with the CCG. If it is the case that Barnardo's - Harrow Horizons is the only provider capable of delivering the services described, then the CCG will look to award a further contract to Barnardo's - Harrow Horizons for up to 12 months on 1st April 2022. The purpose of this notice is to be transparent about the CCG's intentions and to invite anyone interested in delivering the services described above to contact us by 4th March 2022. During 2022, it is anticipated that NWL CCG will be succeeded by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the ICB.
