Summary of the contracting process

Staffordshire County Council procured education and training services to improve attainment and engage vulnerable children and young people in education. The requirement covered four areas: full-time alternative provision, part-time alternative provision, tutoring and complementary provision. Delivery was required across Staffordshire, including locations in and around Stafford and the wider West Midlands. The services sit within education and training, with an additional health and social work element. The arrangement was designed for call-off contracts under a dynamic purchasing system, allowing different providers to support individual children and young people through alternative education, tutoring and wider engagement activities. This is relevant to schools, alternative provision organisations, tutoring providers, training organisations and community-based services working with vulnerable learners.

The procurement is complete and multiple suppliers were awarded quarterly call-off contracts through a restricted procedure above the threshold, using a selective method and a fully electronic dynamic purchasing system. It was divided into four lots: full-time alternative provision, part-time alternative provision, tutoring and complementary provision. The tender deadline was 16 July 2018 at 12:00. The overall estimated value was £596,936.74, with a minimum estimated value of £540. Awards were made from 31 August 2018 onwards to providers including Nacro Education, Innovating Minds CIC, National Teaching & Advisory Service, Reflective School Support, Targeted Provision, Remedy Education, New Leaf AP and others. The overarching contract period ran from 1 September 2018 to 31 August 2026; individual call-offs varied in value and duration.

This procurement demonstrates sustained demand from Staffordshire County Council for flexible alternative education and learner-support services, delivered through repeated short-term and longer-term call-offs. A credible future supplier would need to provide full-time or part-time alternative provision, tutoring or complementary activities, with the ability to improve attainment and engage vulnerable children and young people. The awarded supplier base included national education organisations, independent schools, tutoring businesses, community interest companies, training providers, sports organisations and small enterprises. This indicates that both specialist education providers and smaller community or voluntary organisations can be relevant, provided they can deliver safely and consistently for the council’s target learners. Useful strengths include adaptable delivery models, qualified teaching or support staff, learner engagement expertise and capacity to handle varied call-off requirements.
