Notice Description
The CCG needed to continue with an established, innovative provider, who is responsible for the coordination and delivery of all community services, inclusive of all ages, across East Staffordshire. The provider shall ensure stability and rigour in the delivery of high quality, sustainable services as they are today, whilst also working to progress towards the vision in the Staffordshire and Stoke-on-Trent STP. The services are a range of core community services (including current in reach community services at HMP Dovegate). These are services for all ages and for all patients registered with one of the 18 GP practices across East Staffordshire CCG

The services are a range of core community services (including current in reach community services at HMP Dovegate) and ensures equity of access across the geographical footprint including inner city and rural areas. These are services for all ages and for all patients registered with one of the 18 GP practices across East Staffordshire CCG: 1. Specific community specialist and generalist nursing services. 2. Intermediate care/rehabilitation services/therapies 3. Community children's services Service category: Indicative Services included in scope but not limited to are: Community nursing: all ages: community matrons, community district nursing, rapid response, Specialist nursing: all ages: dietetics nutrition support, palliative team, adult ability team, continence service, tissue viability, clinical nurse specialist learning disabilities- primary care Intermediate care/rehabilitation services/Therapies: all ages unless otherwise stated: musculoskeletal intermediate service (MIS), community therapies and falls, stroke rehabilitation service, podiatry service, enteral feeds, physiotherapy for adults with a developmental Disorder (PADD), speech and language therapy- adult learning disability), care co-ordination centre. Community children's Services: paediatric physiotherapy, paediatric enteral feeds, paediatric speech and language therapy. Under the NHS Long Term Plan Clinical Commissioning Groups (CCGs) are working towards a model of more integrated care. This model is still being developed in Staffordshire and Stoke on Trent. At a local level, once a defined model and plan is known, there will need to be engagement and consultation with the public, patients and stakeholders before a contract can be tendered under the new model in East Staffordshire. In the light of the current Covid 19 emergency situation, the engagement has been delayed. The CCG will continue to keep this situation under review. The current contract for community services expires in September 2021. It would be unduly disruptive to the continuity of services for patients and cause substantial duplication of costs for the CCG to undertake a further procurement process at this point in time. It has become necessary therefore for the contracting authority, under Regulation 72 (1) (b), to extend the length of the community contract with Midlands Partnership Foundation Trust by a further 6 months to March 2022. This will allow sufficient time for the development of the new model of integrated care for Staffordshire and Stoke on Trent and consultation to take place with patients, public and other stakeholders.
