Summary of the contracting process

The procurement process for the "East Staffordshire Community Services" contract, managed by the NHS Midlands and Lancashire CSU on behalf of the East Staffordshire Clinical Commissioning Group (CCG), involves the provision of essential health services across East Staffordshire, UK. The tender process is currently at the award stage, although the outcome remains unsuccessful. The procurement aims to deliver a range of community services to all patients registered with the 18 GP practices in East Staffordshire, with the current contract set to expire in September 2021. A six-month extension has been granted, pushing the deadline to March 2022, allowing for the development of a new model of care amidst ongoing consultations with stakeholders.

This tender presents significant opportunities for businesses within the health services sector, particularly those specialising in community health and integrated care solutions. Companies that provide nursing, rehabilitation, and therapy services would be well-suited to compete for the forthcoming contracts, especially those equipped to adapt to evolving care models and committed to maintaining high-quality, sustainable services. Given the current emphasis on innovative service delivery and community involvement, businesses that can demonstrate a strong track record in these areas may find themselves well-positioned for growth in this market.

Under the NHS Long Term Plan Clinical Commissioning Groups (CCGs) are working towards a model of more integrated care. This model is still being developed in Staffordshire and Stoke on Trent. At a local level, once a defined model and plan is known, there will need to be engagement and consultation with the public, patients and stakeholders before a contract can be tendered under the new model in East Staffordshire. In the light of the current Covid 19 emergency situation, the engagement has been delayed. The CCG will continue to keep this situation under review. The current contract for community services expires in September 2021. It would be unduly disruptive to the continuity of services for patients and cause substantial duplication of costs for the CCG to undertake a further procurement process at this point in time. It has become necessary therefore for the contracting authority, under Regulation 72 (1) (b), to extend the length of the community contract with Midlands Partnership Foundation Trust by a further 6 months to March 2022. This will allow sufficient time for the development of the new model of integrated care for Staffordshire and Stoke on Trent and consultation to take place with patients, public and other stakeholders.
